This document represents the City of Des Moines’ report of service efforts and accomplishments for the Fiscal Year that ended June 30, 2004. This report considers performance measures, benchmarks, census data, spending levels, and the results of the bi-annual citizen survey to reach a general understanding of the City’s performance.
