The Accounting Department is responsible for the timely receipt, payment, recording, and reporting of the City's financial transactions. It is responsible for the maintenance of the City's financial records and assuring that adequate supporting documentation is obtained and maintained. The staff of the Accounting Department is responsible for preparing the City's Comprehensive Annual Financial Report, and for preparation of work papers for the City's annual audit.
The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Des Moines for its Comprehensive Annual Financial Report for the year ended June 30, 2006. This was the 30th consecutive year that the City has achieved this prestigious award - more than any other governmental in Iowa, according to GFOA! In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized Comprehensive Annual Financial Report.

Comprehensive Annual Finance Reports (CAFR)

This was the 33rd consecutive year that the City has achieved this prestigious award - more than any other governmental in Iowa, according to GFOA. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized Comprehensive Annual Financial Report.
A Certificate of Achievement is valid for a period of one year only. We believe this Comprehensive Annual Financial Report for the Fiscal Year ending June 30, 2010 continues to meet the Certificate of Achievement's Program Requirements, and are submitting it to the GFOA to determine its eligibility for another certificate.

A Self-Supported Municipal Improvement District (SSMID) is a specific geographic area of people that votes to voluntarily tax itself for a specific purpose (such as building historic streetlights or creating a Downtown Ambassador program). The City acts as the collector of the tax and then turns the funds over to the group to spend on the specific thing they created to fund.
