Des Moines Community Action Agency (Community Services) works with low-income residents to provide crisis assistance and provide some tools to help low-income residents gain personal and economic self-sufficiency. Most low-income programs are available to households with annual gross income meeting 150% of federal poverty guidelines.

The Garden Program (Application Period: April 1, 2012—June 30, 2012)
The Garden Program helps families grow food in their personal gardens. Applications will be taken beginning Monday, April 2, 2012 and will run through June 30, 2012 or until funds are exhausted (a limited number of certificates are available and they are distributed on a first come first served basis). The $25.00 certificate from Hy-Vee Garden Centers is for vegetable and fruit seeds and plants.
Residents are eligible if they are:
- Under 150% of the Federal poverty level.
- Household income must be verified for all household members in the past 90 days or LIHEA approval.

Community Action Program
Des Moines Community Action Agency is charged with providing services to the City's low-income families and trying to address and eliminate causes of poverty. The City became a public Community Action Agency (CAA) in 1977.
The beginnings of Community Action can be found in the signing of the federal Equal Opportunity Act in 1964. There are now 1,000 Community Action Agencies in the U.S. The City of Des Moines is one of eighteen Community Action Agencies serving Iowa.
Today the proven grassroots techniques originated in Community Action are used by many other organizations and agencies to initiate change.
