Human Resources Director

James Wells, as the Human Resources Director for the City of Des Moines, directs the work of the City's Human Resources Department, which is a full-service department including, recruitment and selection of all City employees, labor and employee relations, payroll and employee benefits, employee development, workers’ compensation, occupational health and the human resources information system.

He has gained over 20 years of experience in human resources, occupational health, and public administration with the City of Johnston and Metro Waste Authority. He holds a Master's Degree in Public Administration-Human Resource from Drake University and a Bachelor's degree from Iowa State University. He is certified as a Senior Professional in Human Resources.

Phyllis Morris, PHR
Human Resources Analyst

Phyllis began her career in Human Resources in 1979 with the City of Iowa City, Iowa. In 1990, Phyllis was hired by the City of Des Moines, Iowa as a Human Resources Analyst and currently serves in this position. Phyllis possesses a Bachelor's Degree in Business Administration with an emphasis in Industrial Relations from the University of Iowa and is currently certified as a Professional in Human Resources (PHR) through the Human Resources Certification Institute-Society for Human Resources Management (SHRM).

As a Human Resources Analyst, job responsibilities encompass recruiting, testing and selection of candidates for employment, conducting classification and compensation studies, performing job audits to provide comprehensive job analysis and employee relations.
