Neighborhood Revitalization Board

Fort Des Moines 10th & Walnut

Absent: Jerry Overman, Dolph Pulliam

Staff: Kathy Kahoun (CD), Bob Schulte (CD), Mindy Miller (CD), Susan Minks (CD), Carol Gathright (CD), Jay Leipzig (CD)

The meeting convened at 9:10. Schulte reviewed estimated funds available for programming: CDBG $4,217, 908; HOME $1,260,000; and ESG $161,950. He asked the Board for an action regarding procedures and funding estimates contained in Board Communication No. 506. Nixon moved to adopt Board Communication No. 506 and the funds involved; seconded by Walden, carried by unanimous vote.

Kahoun updated the Board on staff recommendations, noting unresolved issues with Neighborhood Housing Services. Staff has advised the Salvation Army to revise its proposal to request funds for staff costs and disconnects, not computers. There was a question raised during presentations about Oakridge's plans to remove the balconies from their units. Kahoun said the rental inspectors had checked it out and there will still be sufficient fire egress.

Dozier said she was concerned that NHS hadn't been monitored closely enough in light of problems that had arisen. Kahoun said the activities funded by the City were well-documented, but there were problems with other aspects of their operations that were beyond the scope of the City's monitoring and therefore staff was recommending no funding for this year. Moisa said he had a very favorable experience with the agency, and if it was up to him, he would recommend funding.

King asked the Board to take action to adopt the deliberation procedures detailed in Board Communication No. 507. Dozier moved to approve; seconded by Walden, carried by unanimous vote.

King asked Board members to declare any conflicts of interest with regard to the proposed projects. Hawkins said she had a conflict regarding the YWCA; Hogate had a conflict with regard to the Des Moines Public Schools.

City/Community Development/Neighborhood Inspection – Environmental/Rental Code Enforcement

Motion:

$310,000, with $125,000 to be used to hire inspectors to concentrate on contract sales inspections. Hogate: Amend to say any revenue generated by CDBG-funded activities should be channeled back to the department. Dozier: Amend to say $310,000, 2 inspectors to be hired, no statement about how much funding to be used.

Discussion:

Volm: Is it possible to earmark funding in case the inspection requirement on contract sales goes through?

Dozier: I recommend if they get fees for inspection, that money should stay with the Division so they won't need CDBG every year.

Kahoun: You'd have to make it a condition – NID is funded through the General Fund and fees go back into the General Fund.

Dozier: Add the two inspectors for contract sales. Funding it will tell the City we want that to happen.

Moisa: Are we trying to force a change of procedures with our stipulations? I just want to get them thinking about how they use the money.

Lumley: The proposal states they will improve their fee collection; I want a report in six months.

Kahoun: They are working on a fee restructuring plan now.

Hawkins: Then let's wait until we see that.

Hogate: Why is the staff recommendation so low? Kahoun: CDBG is the only funding they have; we would like to see them seek more sources. Hogate: Can we earmark reprogramming funds for this project? What does the agency director say? Kahoun: She agrees with us. Dozier: When we make comments about an agency in the course of deciding whether or not to fund them, do these comments get relayed to the agency? Kahoun: The more formal ones go in the letter King sends to Council conveying your recommendations. Their monitors and others of us who meet with them relay the other less formal ones. Hogate: Can our chair come to these meetings? Kahoun: It's not always a formal meeting; frequently we talk a bit while we are at the same meetings or on the phone. Hawkins: As an agency that gets City funds, I can say there is regular communication.

City/Community Development - SCRUB

NRB and staff to work together to determine if CDBG funding is replacing City funding in low/mod areas, to track how that happens, and whether the money is being used as the NRB intended, and to make recommendations on the funds.

Discussion:

Muldoon: I recommend staff or the NRB study the role of CDBG funding in low/mod income areas and when CDBG funding supplants city funds and when there are fines in the program funded by CDBG and how well it's tracked. Federal regulations control where it has to be used and CDBG shouldn't be used to replace City funded, but to complement them.

Kahoun: Regulations say CDBG funds can't be used for "maintenance of effort." I hear your concern, but it's a complicated issue. The Board's role should be that of watchdog, and it is the City's intent to use CDBG funds to increase the level of service in low mod areas beyond that provided by the City in other areas. Police and Fire Department budgets use the bulk of the General Funds; there's not enough money to do everything, so the City does use CDBG when they can, but nothing illegal or ineligible is taking place. You can vote funding for SCRUB and send your comment in the letter to Council. Hogate: I want to show our concern. Dozier: This is the most blatant violation of the use of CDBG. The City puts dates for SCRUBs in the paper and people who don't live in the area come and bring their junk.

It takes a lot of money to keep the shelter open all day and they're barely staying afloat as it is.

Muldoon: I have talked to people near them; they haven't been good neighbors. Dozier: A lot of agencies haven't been good neighbors – Churches United, New Directions – I have no sympathy for them.
