NOTICE OF FUNDING AVAILABILITY (NOFA)
2007 PROGRAM YEAR
Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) Funds

DATE:  May 23, 2006

The Des Moines City Council has directed that Notices of Funding Availability be made available to public and private agencies interested in applying for 2007 CDBG and ESG funding for projects that address goals in the current 5-Year Consolidated Plan for an Affordable Housing Strategy.

The 5-Year Strategy covers program years 2005 to 2009. The 2007 Action Plan is the third year of the strategy and covers the period from January 1, 2007 to December 31, 2007.

Only projects addressing needs described by one of the twelve (12) NOFAs published will be considered for funding.

APPLICATION REVIEW PROCESS
The 2007 Application Schedule includes important deadlines. It can be found in the Application Kit.

Dept. of Housing Services Staff Review
Dept. of Housing Services – Community Investment Administration staff will review all applications submitted and make funding recommendations to the City’s Neighborhood Revitalization Board (NRB). The staff review will emphasize agency capacity, other funds leveraged, objectives addressed, past performance, level of benefit to clients and whether the project complements other planning strategies such as the City’s Strategic Plan.

Neighborhood Revitalization Board Review
The Neighborhood Revitalization Board (NRB) will review proposals and hear applicant presentations on September 12 – 14, 2006. A presentation schedule will be sent out to qualified applicants in late August. The Board will conduct their final deliberations and make funding recommendations for City Council on Saturday, September 16, 2006, time and location to be announced. The NRB’s recommendations for funding will be received by the City Council on October 9, 2006.
