NOTICE OF FUNDING AVAILABILITY (NOFA)
2008 & 2009 PROGRAM YEARS

Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) Funds

DATE:  June 4, 2007

The Des Moines City Council has directed that Notices of Funding Availability be made available to public and private agencies interested in applying for 2008 and 2009 CDBG and ESG funding for projects that address Housing and Community Development goals in the 2005 - 2009 Consolidated Plan for an Affordable Housing Strategy.

The 2008 and 2009 Program Years cover the fourth and fifth years of the Affordable Housing Strategy. Applicants will submit proposals for a 2-year program period: January 1, 2008 through December 31, 2009.

Only projects that address needs described within the thirteen (13) NOFAs published are considered for funding.

APPLICATION REVIEW PROCESS

The 2008-2009 Application Schedule includes important dates - attending one of the JUNE information sessions is mandatory for potential applicants. The Schedule and additional information are in the Application Kit.

Dept. of Housing Services Staff Review
Dept. of Housing Services - Community Investment Administration staff will review all applications submitted and make funding recommendations to the City's Neighborhood Revitalization Board (NRB). The staff review will emphasize agency capacity, other funds leveraged, objectives addressed, past performance, level of benefit to clients and whether the project complements other planning strategies.

Neighborhood Revitalization Board Review
The Neighborhood Revitalization Board (NRB) will review proposals and hear applicant presentations September 18 -20, 2007. A presentation schedule will be sent out to qualified applicants in late August. The Board will conduct their final deliberations and make funding recommendations for City Council on Saturday, September 22, 2007, time and location to be announced. The NRB's recommendations for funding will be received by the City Council on October 8 , 2007.
