- THE
OWNERS ROLE AND RESPONSIBILITY DURING
THE REVIEW PROCESS.
The
owner is ultimately responsible
for all development within their
property. In many cases owners pass
the responsibility of the project
during the review process onto the
general contractor or designer,
who manages and coordinates a project
during this phase. This does not
relieve the owner from being responsible
for a project. In all cases it is
suggested the owner monitor the
progress of a project from design,
review permitting and inspection
to confirm that the appropriate
steps are being followed. Failure
to submitted complete information
during the review process could
delay obtaining a permit and/or
a Certificate of Occupancy for the
project.
- THE
CONTRACTORS ROLE AND RESPONSIBILITY
DURING THE REVIEW PROCESS.
The
contractor is responsible to see
that project is constructed in accordance
with the plans and specifications
for the project. They are also responsible
to see that work is not commence
without first obtaining a permit
and that such work is conducted
in accordance with applicable code
provisions.
- THE
INSPECTION AGENCIES ROLE AND RESPONSIBILITY
DURING THE REVIEW PROCESS.
It
is the inspection agency responsibility
to review submitted plans thoroughly
and in an expeditious manner. Generally,
the policy of the inspection agency
is to review a project within 20
working days of complete submittal.
It is desirous that the agencies
that are involve in the review of
a project be involved as early on
as possible, partnering with the
designer and contractor to see that
the development is designed in accordance
with applicable codes and ordinances.
- THE
DESIGNERS ROLE AND RESPONSIBILITY
DURING THE REVIEW PROCESS.
The
Designer is often required to certify
and take professional design responsibility
for a project they designed. In
many cases, clarification or modifications
to the design is required as a project
is reviewed. The designer should
be expected to have taken into consideration
all the applicable code provisions
while preparing the design of a
project. It is recommended the designer
conduct a code analysis of the project,
prior to submitted the plans for
review and permitting. A copy of
this code analysis, submitted with
the construction documents, assists
the reviewers in identifying how
the designer interpreted code when
preparing the design.
