James Wells as the Human Resources Manager of Employee Services for the City of Des Moines, supervises several functions in the Human Resources Department including, payroll, employee benefits, employee development, workers’ compensation, occupational health and the human resources information system. He also consults with other human resource staff and external department management with employee and labor relations, job performance, and occupational health and safety, including serving as the City’s primary contact for employee wellness program, CSI:Des Moines.

He has gained over 15 years of experience in human resources, occupational safety and public administration with the City of Johnston and Metro Waste Authority. He holds a Master's Degree in Public Administration-Human Resource program from Drake University and a Bachelor's degree from Iowa State University. He is certified as a Senior Professional in Human Resources.
