Human Resources 

Michael Carter, a graduate of Drake University, holds a Bachelor of Arts degree in Public Administration, and a Masters Degree in Mass Communication and Public Relations. He is also a certified as a Senior Professional in Human Resources (SPHR). Michael has over eighteen years of City of Des Moines employment with work experience in several City departments. He has been with the Human Resources Department since January 1999. As a member of the senior management team he has substantial responsibility for labor relations, contract negotiation and interpretation, performance management and recruitment.
