SYNOPSIS -
Approving an agreement between the City of Des Moines and United Way of Central Iowa to provide funds that allow
for the construction of three affordable, single-family, owner-occupied houses in the Capital View South neighborhood.
FISCAL IMPACT -
$37,500 ($12,500 per house per year for three years).
RECOMMENDATION -
Approval.
BACKGROUND -
The City entered into agreement with the United Way of Central Iowa in 1997 to donate funds that allowed for the
construction of two, single-family, owner-occupied housing. The Clarke Company, 2801 Fleur Drive, built one house
in 1997 and another in 1999 and donated them to the United Way, which gave the homes to deserving families and
provided home ownership counseling to the receiving families. The City's donated funds went toward paying for
all building permit fees and reimbursed The Clarke Company for the cost of public improvements required within
the street right-of-way (sewer and water stub-ins to the property line, public sidewalks, driveway approach to
the property line, and street landscaping).
Much like the previous agreement, this new agreement would allow the City to donate funds to United Way to pay
for building permit and reimbursement fees that would allow for the construction of three new, single-family, owner-occupied
houses. The houses would, again, be constructed by The Clarke Company, which would donate them to United Way for
home-ownership assignment. The Clarke Company would build one house this year, another house in 2001, and another
in 2002.
