SYNOPSIS -

The following traffic regulation changes have been reviewed by staff and are recommended for approval:

1. Two-Sided Parking Restriction-East 9th Street between Osceola and Jefferson Avenues.

2. One-Sided Parking Restriction-East 43rd Street and East 43rd Court South of Douglas Avenue.

3. Corner Clearance Parking Restriction-North Side of Lyon Street East of East 23rd Street.

4. Corner Clearance Parking Restriction-South Side of Lincoln Avenue East of 18th Street.

5. Corner Clearance Parking Restriction-West Side of SE 8th Street South of Lacona Avenue.

6. Install Handicapped Parking Space-East Side of 13th Street South of Enos Avenue.


FISCAL IMPACT -

Minor costs for signing, to be paid from Traffic and Transportation Division operating budget.


RECOMMENDATION -

Receive, file, and refer to Legal Department for proper legislation.


BACKGROUND -

1. Staff received a neighborhood petition from the residents of East 9th Street between Osceola and Jefferson Avenues, requesting that parking be prohibited on the east side of the street within this area. Parking is already prohibited on the west side of the street. Concern was expressed over parked cars being very close to driveways, making it difficult for the residents to see as they back out of their drives. The petition was signed by six (67 percent) of the nine affected residences.

Staff reviewed the request and recommends approval of the parking restriction based on the consensus of the affected residents supporting this issue. All of the residents within this block of East 9th Street were notified of this item, and one resident reported to staff that he was not in favor of the proposed parking prohibition.

At their June 13, 2000 meeting, the Traffic Safety Committee approved staff's recommendation that parking be prohibited on the east side of East 9th Street between Osceola and Jefferson Avenues. The following revision to the Municipal Code is necessary to place this change into effect.

SEC. 27-1672. EAST NINTH STREET-EAST VINE STREET TO EAST AURORA AVENUE

East Ninth Street, on the east side, from Osceola Avenue to East Jefferson Avenue to a point 125 feet south thereof, no parking any time.

2. Staff received a request from a resident of East 43rd Court, requesting that parking be prohibited on one side of this street south of Douglas Avenue. Parking is currently allowed on both sides of this residential street.

In reviewing the request, staff determined that both this street and East 43rd Street should have one-sided parking restrictions based on their street widths. This is based on a Council-adopted policy that was adopted some years ago in order to allow sufficient room for emergency vehicles to traverse along residential streets.

Generally, at the time of subdivision development, staff works with the U.S. Postal Service and MidAmerican Energy so that the mailboxes and streetlights are placed on the same side of the street. Parking is then prohibited on that side, so that mail delivery is not affected by parked vehicles, and the parking signing can be placed on the streetlight poles. This coordination took place at the time of the development of the streets, but the parking restriction was not enacted.

All of the affected residents were notified of the planned parking restriction, and staff received no negative comments. At their June 13, 2000 meeting, the Traffic Safety Committee approved staff's recommendation that parking be prohibited on the west side of East 43rd Street from East Clinton Avenue south to the dead-end, and that parking be prohibited on the west side of East 43rd Court from Douglas Avenue south to the dead-end. The Committee also approved staff's recommendation that parking be prohibited on the east side of East 43rd Court from Douglas Avenue south for a distance of 50 feet, to provide sufficient sight distance at this intersection. The following revisions to the Municipal Code are necessary to place these changes into effect.

SEC. 27-1896.1. EAST FORTY-THIRD STREET-CLINTON AVENUE TO DEAD END SOUTH.

3. The Traffic and Transportation Division received a request from a resident regarding turning difficulties due to parked vehicles on Lyon Street at the intersection of East 23rd Street. In order to provide adequate visibility for vehicles at this intersection, staff recommends that a 65-foot corner clearance no parking zone be established on the north side of Lyon Street east of East 23rd Street. The following revision to the Municipal Code is necessary to place this change into effect.

SEC. 27-2419. LYON STREET-EAST FIFTH STREET TO EAST THIRTIETH STREET.

Lyon Street, on the north side, from East Twenty-third Street to a point 65 feet east thereof, no parking any time.

4. The Traffic and Transportation Division received a request from a resident regarding turning difficulties due to parked vehicles on Lincoln Avenue at the intersection of Eighteenth Street. In order to provide adequate visibility for vehicles at this intersection, staff recommends that a 65-foot corner clearance no parking zone be established on the south side of Lincoln Avenue east of 18th Street. The following revision to the Municipal Code is necessary to place this change into effect.

SEC. 27-2381. LINCOLN AVENUE-NINTH STREET TO SIXTY-FIRST STREET.

Lincoln Avenue, on the south side, from Eighteenth Street to a point 65 feet east thereof, no parking any time.

5. The Traffic and Transportation Division received a request from a resident regarding turning difficulties due to parked vehicles on SE 8th Street at the intersection of Lacona Avenue. In order to provide adequate visibility for vehicles at this intersection, staff recommends that a 65-foot corner clearance no parking zone be established on the west side of SE 8th Street south of Lacona Avenue. The following revision to the Municipal Code is necessary to effect this change.

SEC. 27-1660. SOUTHEAST EIGHTH STREET-EAST VINE STREET TO HART AVENUE.

Southeast Eighth Street, on the west side, from Lacona Avenue to a point 65 feet south thereof, no parking any time.

6. The Traffic and Transportation Division received a request from the resident at 1157 Thirteenth Street regarding a handicapped parking space on the east side of Thirteenth Street. In order to provide a convenient location for ease of access to the home, staff recommends that a 50-foot handicapped parking space be established on the east side of Thirteenth Street south of Enos Avenue. The following revision to the Municipal Code is necessary to effect this change.

SEC. 27-1715. THIRTEEENTH STREET-PARK STREET TO SHAWNEE AVENUE.

Thirteenth Street, on the east side, from a point 70 feet south of Enos Avenue to a point 50 feet south thereof, is designated a handicapped parking space and is subject to the same prohibition as is found in Section 27-616(a) of this code.
