SYNOPSIS -
Approving Professional Services Agreement with Veenstra & Kimm, Inc. (H.R. Veenstra Jr., President, 3000 Westown
Parkway, West Des Moines, Iowa 50266-1320) for design and right-of-way acquisition services for the Interstate
235 (I-235) Dean's Lake Outlet Storm Sewer, in an amount not to exceed $316,641 for actual costs incurred for direct
labor, indirect costs, and other direct costs not including the Fixed Fee of $27,876.
FISCAL IMPACT -
Compensation to the consultant is not to exceed $344,517. The allocated cost share of this agreement for the Iowa
Department of Transportation (IDOT) is $184,994.80. The City's allocated cost share of this agreement is $159,522.20
and is included in the 2001-02/2006-07 Capital Improvements Program.
An agreement is being negotiated where the City of Des Moines may utilize a portion of the currently available
Federal Highway Administration Demonstration funds totaling $6.4 million.
RECOMMENDATION -
Approval.
BACKGROUND -
On August 31, 2000, by Roll Call No. 00-3634, the City Council approved a Predesign Agreement (Agreement No. 2001-P-028)
with IDOT for I-235, from the west city limits to the north city limits. The Predesign Agreement with IDOT identified
three storm sewer outlet projects that the City and IDOT are jointly responsible for. The three projects are identified
as Birds Run, Dean's Lake, and Ingersoll Run Outlet storm sewers. This Professional Services Agreement is for
design and right-of-way acquisition services for the Dean's Lake Outlet Storm Sewer. This storm sewer would begin
south of Dean Avenue and then proceed northerly in the railroad right-of-way in the east 2000 block to north of
East University Avenue. The I-235 Sanitary and Storm Sewer Analysis Report prepared for IDOT identified two alternatives
for the Dean's Lake Outlet Storm Sewer (a base alternative and an enhanced capacity alternative). The base alternative
would construct a storm sewer with adequate capacity for the I-235 corridor and areas of the city tributary to
I-235 storm sewers for an estimated cost of $4,235,000. The enhanced capacity alternative would construct a larger
storm sewer with additional capacity that would be utilized by the City to improve the drainage in the reaches
of the Fraley Box area located in the vicinity of I-235 for an estimated cost of $5,605,000. Flooding and ponding
would be reduced northwest of I-235 between Delaware Avenue and I-235, on East 21st under I-235, and in the vicinity
of Hubbell Avenue and East University Avenue. Staff recommends that the enhanced capacity alternative be constructed.
This professional services agreement includes the design of the enhanced capacity alternative.
Staff has recommended utilizing Veenstra & Kimm, Inc. as the consultant on this project after evaluating submittals
for the design work from nine consulting firms. The submittals were rated independently by five staff members.
IDOT has approved the selection of the consultant and reviewed the proposed agreement with Veenstra & Kimm,
Inc. IDOT must execute this agreement before work may begin.
