SYNOPSIS -

Approve a 28E Agreement between the City of Des Moines and the City of West Des Moines for the purchase, maintenance, storage and utilization of equipment to be used for the Candidate Physical Ability Test (CPAT).


FISCAL IMPACT -

The cities of Des Moines and West Des Moines will share equally in the cost of purchase, delivery and set up of the CPAT equipment. Cost to the City, not to exceed $10,000, will be paid for with a combination of Fire Department training funds and City benchmarking funds.


RECOMMENDATION -

Approval.


BACKGROUND


The CPAT is a nationally recognized test developed by the International Association of Fire Chiefs and the International Association of Fire Fighters. It is designed to measure a candidate's physical ability to perform the critical tasks of a fire fighter. Since August 2000, the Des Moines Fire Department and the West Des Moines Fire Department have worked to develop an agreement for the joint purchase and administration of a physical ability test for fire fighter candidates. The 28E Agreement describes the purchase, management and use of the CPAT equipment and lists the distribution of property among the two cities' fire departments.
