Authorizing Submission of Housing Choice Voucher Family Self-Sufficiency Program Coordinator Grant Application
Requesting approval for submission of grant application for the Housing Choice Voucher Family Self-Sufficiency Program Coordinator to the U.S. Department of Housing and Urban Development (HUD), and authorization for the Mayor to execute and the City Manager to implement grant if awarded.
Grant application is for $121,948 over a one-year period.
Approval
The City of Des Moines Municipal Housing Agency received funding last year from HUD for a full-time program coordinator to administer a Housing Choice Voucher Family Self-Sufficiency Program for Section 8 clients.
The program coordinator provides individual case management to assist clients in achieving goals to become self-sufficient. FSS Coordinators provide training, education, and job development skills to enrolled clients.
HUD requires that the Housing Agency administer a Family Self-Sufficiency Program for Section 8 clients. The Housing Agency has provided such a program since 1985 and currently provides case management to 60 clients.
Funds are available through HUD to renew last year's grant, add a part time FSS Coordinator and to add an additional program coordinator to assist with the development of homeownership opportunities for Section 8 families. The grant will cover the salary and fringe benefits for two-and-a-half full-time program coordinators.
