SUBJECT—

Designation of Kurt A. Rueckel, Finance Department, as the City’s Authorized Representative for Federal Disaster Declaration #1518.

 

SYNOPSIS—

In order to receive FEMA funding, the federal government requires the City of Des Moines to designate an Authorized Representative to be the first point of contact for all official correspondence, audits, and other administrative issues related to Federal Disaster Declaration #1518 for Polk County.   Polk County was added to this declaration on June 22, 2004 for flood damages incurred in late May and June.

 

FISCAL IMPACT—

Preliminary estimates of damages and efforts to thwart damages are $500,000.  Based on the preliminary estimate the City may receive up to $440,000 in federal and state aid.  As repair projects are reviewed, additional funds may be sought for mitigation improvements.

BACKGROUND—

In late May and June of 2004, the metropolitan area received significant rains, which caused flooding in Four Mile Creek and the Des Moines and Raccoon Rivers.  Due to the extent of the damage, local, county, and state representatives worked collectively to seek a federal disaster declaration. President Bush declared the situation a disaster and, in turn, qualified the City for FEMA review and reimbursement of personnel overtime for debris removal and emergency protective measures, equipment costs, reconstruction/repair of infrastructure, and contracts.  The typical reimbursement is 75% Federal, 10% State, and 15% Local.  In addition, the City may also receive an additional 3% for administrative costs.  Monies are also available for mitigation purposes.  Staff will be reviewing possible projects that would reduce future disaster losses.
