SUBJECT—

Approval of 28E Agreement with the Polk County Emergency Management Commission for funding of Emergency Management Administration, and Appointing the Fire Chief as the City’s Standing Representative to the Emergency Management Commission.

 

 

SYNOPSIS—

Approval of this 28E Agreement establishes a system of funding for emergency management based on the population of member governments within Polk County.  The total cost is based on a contribution of 25 cents per person as reported in the 2000 census.  This also appoints the Fire Chief to represent the City of Des Moines on the Emergency Management Commission for the next three years.

 

 

FISCAL IMPACT—

The City of Des Moines contribution amounts to $49,670.50 per year for the three years of the agreement.  The remaining member governments would pay a total of $43,979.75 per year.

BACKGROUND—

The Polk County Emergency Management Commission exists to facilitate and coordinate the efforts of county and community governments in preparing for, responding to, and recovering from unusual and extreme natural and technological events such as floods, tornadoes, blizzards, heat waves, and disease, as well as hazardous materials releases and “homeland security” type incidents. The Commission has an all-hazards comprehensive emergency management mission developing contingency plans and procedures, assisting with drills and exercises, coordinating and facilitating the provision of resources and supplemental assistance when events exceed our immediate capabilities, and preparing applications for disaster declarations and emergency relief.

 

The Commission, comprised of representatives from every community in Polk County, the Sheriff, and the Board of Supervisors, having recognized the need to identify and secure a stable minimum revenue stream in order to assure itself that it can hire competent staff and consistently meet other operational needs in order to fulfill its mission, has requested the $0.25 per capita support assessment of its member localities and agencies.
