SUBJECT—

Approving and authorizing the execution of Iowa Department of Transportation Agreement for the Southeast Connector Project.

 

 

SYNOPSIS—

The Iowa Department of Transportation (IaDOT) has prepared an agreement between the City of Des Moines and the IaDOT for the Southeast Connector Project.

 

 

FISCAL IMPACT—

Specific funding for the Southeast Connector is not included in the agreement.  Known and anticipated Federal ($40 million) and local ($11.1 million) funding for the Southeast Connector is identified in the Capital Improvements Program, Fund CP038, Organization ENG990000, Projects STR220, STR219 and STR214.

Approval.

 

 

BACKGROUND—

The Southeast Connector is a multi-phased project to complete a new transportation facility from the east terminus of the present M.L. King, Jr. Parkway at SW Second Street easterly approximately 5.5 miles to US 65.  The project will also include side road improvements to provide connections to the new mainline.  Consultant engineering services, right of way services, right of way acquisition, construction and other project related activities will be phased over time based on the programming of project funds. 

 

By Roll Call No. 03-2493 on November 3, 2003, Roll Call 02-2561 on October 21, 2002, and Roll Call 01-3375 on November 5, 2001, City Council authorized the City Manager to submit an application for this project to the Des Moines Area Metropolitan Planning Organization (MPO) for Federal Surface Transportation Program (STP) funds. 

 

The Southeast Connector is expected to receive funding from several different Federal programs.  To date, the following Federal funding is known:  $500,000 STP funds through the MPO in 2004-05; $1,250,000 STP funds through the MPO in 2005-06; $750,000 STP funds through the MPO in 2006-07; $5,000,000 Federal earmark funds in FY05, Section 117.  The FY2005/06 CIP anticipates a total Federal Funding amount of $40 million.  This agreement with the IaDOT is required before any Federal Funds can be expended on the project.  The agreement does require that at least a portion of the project must be started within 10-years.
