Approve 28E Agreement between Des Moines, Norwalk and Warren County for the Design and Construction and Joint Financing of Certain Roadway Improvements.
Funding for this first phase of the project is available from Warren County Annexation Roadway Improvements, Fund CP038, Organization ENG990000, Project STR215, Activity ID 06-2005-008.
Approval
The unpaved roadways in recently annexed areas of Warren County have been a discussion item for sometime, as the area around Echo Valley Golf Course develops. The golf course is partly in the City of Des Moines, but mostly in Norwalk. The agreement represents a good partnership effort between the cities, the county and the private sector.
This project provides for interim maintenance improvements to unpaved roadways in recently annexed areas of Warren County consisting of asphalt stabilization, chip seals and interim (4” HMA) surfacing. The streets included are: 85th Avenue (Fleur Drive) from Iowa Highway 5 to Blue Street; Beardsley Street from 80th to 85th Avenues; 80th Avenue from Beardsley Street to 2640 feet north; and Blue Street from 85th Avenue to Highway R63.
The project will be done over a three-year period. The first phase will be constructed this summer, consisting of 85th Avenue from Iowa Highway 5 south to Beardsley Street and Beardsley Street from 80th to 85th Avenue.
The project is being cost shared between Des Moines, Warren County, the City of Norwalk, and private developers. The City has received $35,000 of the $40,000 of private contributions to the project. The remaining payment of $5,000 will be paid prior to construction. Norwalk and Warren County are contributing $43,000 each. The City of Des Moines total contribution is $194,000.
