SUBJECT—

Approving and authorizing the execution of Iowa Department of Transportation Agreement for the Fleur Trail Connector and Chapter 28E Agreement between the City of Des Moines and Des Moines Water Works.

 

 

SYNOPSIS—

The Iowa Department of Transportation (Iowa DOT) has prepared an agreement between the City of Des Moines and the Iowa DOT for the Fleur Trail Connector.  Funding for the construction project is addressed in the accompanying Chapter 28E Agreement with Des Moines Water Works.

 

 

FISCAL IMPACT—

The total estimated cost is $900,000. The Iowa DOT has approved $573,090 of Transportation Enhancement Funding for this improvement.  The required local contribution is being provided by donations administered through the Greater Des Moines Community Foundation and Des Moines Water Works.

 

City costs will be limited to project support.  City funding for this project is available in the Capital Improvements Program, Recreation Trails, Fund CP040, Organization PKS990000, Project PKS045, Activity ID 11-2005-017.

BACKGROUND—

The proposed improvement includes connecting the existing trails in Water Works Park to the existing trails at Grays Lake through the construction of an underpass under Fleur Drive.   Des Moines Water Works has provided for the design of the project by Calhoun-Burns and Associates. The project is being developed according to the Iowa DOT process.  Construction is expected to begin this winter and be completed by summer 2006. 

 


By Roll Call No. 05-810 on March 31, 2005, City Council approved a resolution to support the project concept and requested that the Park and Recreation Board and Gray’s Lake Donors be included in the review of plans.  

 

The Iowa DOT project agreement describes funding and construction requirements.  The 28E Agreement assigns responsibility to the Des Moines Water Works for project design and to provide the local funding contribution for the Iowa DOT agreement prior to contract award, as well as the cost of change orders.  The City of Des Moines is responsible for administering the construction contract and Iowa DOT coordination.  Construction Phase Services will be performed by a consultant hired by the City of Des Moines as an eligible project expense.

 

Maintenance of the underpass will be a joint effort between the City of Des Moines and Des Moines Water Works.  The operations and maintenance terms will be included in an amendment to the existing Chapter 28E Agreement “Grounds Maintenance Alliance” prior to the City of Des Moines accepting the completed improvement.
