Adoption of the National Incident Management System
Homeland Security Presidential Directive 5 (HSPD 5), Management of Domestic Incidents and Homeland Security Presidential Directive 8 (HSPD 8), National Preparedness require all federal, state, tribal, and local jurisdictions and agencies to adopt the National Incident Management System (NIMS) and use it in their individual domestic incident management and emergency prevention, preparedness, response, recovery and mitigation activities. This Resolution implements this policy.

The National Incident Management System (NIMS) was developed to provide a system that would help emergency managers and responders from different jurisdictions and disciplines work together more effectively to handle emergencies and disasters. The NIMS provides a set of standardized organizational structures such as the Incident Command System (ICS), and standardizes processes, procedures and systems for training and other preparedness efforts, communicating and sharing information with other responders and with the public, ordering resources to assist with a response effort, and for integrating new technologies and standards to support incident management. Future preparedness and disaster cost recovery funding will be dependent upon NIMS compliance starting in October 2005.
