Authorization to Proceed and Authorization to Acquire Right-of-Way for the E. 30th Street and State Avenue Intersection Realignment.
With this action council would authorize Staff to proceed with design work and would also authorize the acquisition of right-of-way necessary for the E. 30th Street and State Avenue Intersection Realignment.
The total estimated project cost for design and ROW acquisition is $80,000. Funding for the design and right-of-way acquisition work on this project is included in the adopted 2005-06 Capital Improvements Program. $50,000 of the project cost is included in the FY2005-06 CIP so that Staff can complete design and begin ROW negotiations. The remaining $30,000 for ROW and the funding for construction will be included in the proposed 2006-07 CIP budget, Fund CP038, Organization ENG990000, Project STR132 – ACCENT Neighborhood Intersection Improvements. Total project costs including construction are estimated at $250,000.
Approval.
The realignment of the intersection of E. 30th Street and State Avenue was one of the recommendations included in the ACCENT Neighborhood Intersection Plan. E. 30th Street will be realigned to curve directly into State Avenue. This realignment will create a direct connection between E. 30th Street and E. 29th Street via State Avenue for through traffic. The realignment will create positive guidance and a direct route for through traffic that currently utilizes residential streets throughout the neighborhood. The intersection realignment will improve the traffic flow and develop a more desirable route for through traffic. Access to E. 30th Street and State Avenue north of this new alignment will be maintained for neighborhood residents.
