Designation of Kurt A. Rueckel, Finance Department, as the City’s Authorized Representative for Federal Disaster Declaration #3239-EM.
In order to receive FEMA funding, the federal government requires the eligible applicants to designate an Authorized Representative to be the first point of contact for all official correspondence, audits, and other administrative issues related to Federal Disaster Declarations. Disaster declaration #3239 was made by President Bush for the entire State of Iowa on September 10, 2005, due to, “the influx of evacuees from states impacted by Hurricane Katrina.”
The preliminary estimate of the City’s eligible costs incurred assisting evacuees from the Gulf Coast is $10,000. For this disaster, eligible costs are reimbursed at 100% federal funding (CFDA 93.036). Eligible costs include the following: overtime for regular staff, overtime for backfill for transferred regular staff, contract costs, food, water, and monitoring and stabilization of evacuees requiring medical care. Regular time is not eligible for reimbursement.
Approval
On September 6th and 9th, 2005, the City of Des Moines prepared for the arrival of up to 5,000 evacuees from states impacted by Hurricane Katrina. This required the airport to set up tables and chairs and portable toilets, Police to be put on standby, and Fire personnel to evaluate, treat, and transport evacuees needing medical assistance.
