Agreement with Brian Clark and Associates for professional planning services to develop a land use and redevelopment plan for the Indianola Avenue Connector Area in the amount of $30,000.00
This resolution approves and authorizes the execution of an agreement with Brian Clark and Associates (Brian Clark, President/CEO, 303 Locust, Des Moines, IA 50309) for the provision of professional services for the development of a land use and redevelopment plan for the Indianola Avenue Connector area in the amount of $30,000. The subject area is generally bounded by the Raccoon and Des Moines Rivers to the north, SE 1st Street to the east, Indianola Avenue and Indianola Road to the south, and SW 7th Street to the west.
Consultant costs for this project are $30,000. Half of the cost of this project is being funded by a grant from Polk County. Funds for the remaining half are available in Economic Development Enterprise Fund, Account #SP743 CMO980717. Staff time and related costs will also be provided by the City for contract management, plan development, and other related administrative duties.
Approval.
On May 23, 2005 the City Council approved Roll Call Number 05-1338 directing staff to prepare a request for proposals for the preparation of a land use and redevelopment plan for the area impacted by the extension of Indianola Avenue from the SE 1st Street intersection across the Raccoon River to SW 3rd Street. The City Council approved a letter of agreement with Polk County agreeing to jointly fund and prepare a master plan for the subject area on June 28, 2005 by Roll Call Number 05-1595. The City Council directed staff to release a request for proposals (RFP) on August 8, 2005 by Roll Call 05-1929. On November 15, 2005 members of the steering committee and staff met to review the four submitted proposals and selected Brian Clark & Associates (BCA).
If approved, BCA will work with the steering committee, stakeholders, residents and staff over the next few months to develop a plan that recommends appropriate future land uses, identifies underutilized sites and provides a conceptual design for the area. This plan will assist the City and the County in assuring that development in this area occurs in a thoughtful manner that takes full advantage of its prime location.
