AGENDA HEADING:

 

Approving Professional Services Agreement with Veenstra & Kimm, Inc., in conjunction with the Ingersoll Run Basin Master Plan Study, not to exceed $199,600.00.

 

 

SYNOPSIS:

 

Recommend approval of the Professional Services Agreement with Veenstra & Kimm, Inc., H.R. Veenstra Jr., President, 3000 Westown Parkway, West Des Moines, IA  50266-1320 to perform professional services in connection with Ingersoll Run Basin Master Plan Study, 01-2006-019.

Amount:  $199,600.00

 

Funding Source:  2006-2007 CIP, Page SAE-5, City-Wide Sanitary Sewers, SAE054, Sanitary Sewer Revenue.

 

 

ADDITIONAL INFORMATION: 

 

The Ingersoll Avenue corridor and the surrounding neighborhood are within the portion of the City of Des Moines that is served by the combined sewer system.  As the master plan for the Ingersoll Avenue Streetscape project is being developed, it is important to incorporate necessary improvements to the storm and sanitary sewer systems in order to comply with the commitments made in the Long Term Control Plan submitted to the State Iowa Department of Natural Resources (IDNR).  The proposed Ingersoll Run Basin Master Plan Study agreement includes storm water and sanitary sewer components including the design of the Ingersoll Run Outlet Storm Sewer from 32nd Street to 35th Streets, development of the schematic design of the drainage improvements along Ingersoll Avenue from M.L. King Jr. Parkway westerly to 42nd Street, development of the storm sewer separation plan for the 33rd Street Storm Sewer, and development of a schematic separation plan for the Ingersoll Run Basin westerly of 35th Street between the Ingersoll Avenue corridor and I-235.

 

The proposed agreement cost is $199,600, of which $53,056 is estimated for sanitary sewer components and the remainder for storm sewer components.  The sanitary sewer components are critical and forcing the need to proceed at this time.  Therefore, sanitary sewer revenue is the primary funding; however, it is expected periodic transfers from the Storm Water Utility City-Wide funds will be made to reimburse the sanitary sewer funds. 

 

Veenstra & Kimm, Inc. was selected as the design consultant for this project because they have done design work on past and current projects within the Ingersoll Run basin, and they have also completed analysis of portions of the combined sewer system within the Ingersoll Run basin.  Veenstra & Kimm is continuing their design work on the I-235 Ingersoll Run Storm Outlet which will be the main conveyance for the contributing storm water in the Ingersoll Run basin.  In addition, Veenstra & Kimm has designed storm sewer improvements for the Iowa Department of Transportation associated with the I-235 project within the Ingersoll Run basin.  Veenstra & Kimm is also in the final design stages for the Ingersoll Run Combined Outlet project; which will be an overflow for the downstream portion of the combined sewer flows within the Ingersoll Run basin.
