AGENDA HEADING:
Authorizing Submission of Five Year and One Year Public Housing Agency Plans and Authorizing Submission of Revised Section 8 Administrative Plan, the Public Housing Admissions and Continued Occupancy Policy, the Public Housing Lease Agreement, the Public Housing Schedule of Damages, the Public Housing Resident Charges Policy, and the Family Self-Sufficiency Action Plan.
SYNOPSIS:
Recommend approval to submit the Public Housing Five Year and One Year Agency Plans, the Section 8 Administrative Plan, the Public Housing Admissions and Continued Occupancy Policy, the Public Housing Lease Agreement, the Public Housing Schedule of Damages, the Public Housing Resident Charges Policy, and the Family Self-Sufficiency Action Plan to the U.S. Department of Housing and Urban Development (HUD) and authorize the Mayor to execute and the City Manager to implement Capital Fund grant if awarded.

ADDITIONAL INFORMATION:
The 1998 Quality Housing & Work Responsibility Act requires Housing Authorities to develop and submit to HUD Five Year and One Year Agency Plans, which serve as an operations, planning, and management tool for the Housing Agency.
The Five Year Plan includes a mission statement and goals and objectives of the Housing Agency to serve the needs of low and moderate-income families.
The One Year Plan, with an effective date of July 1, 2006 contains specific operational information and includes the application for capital improvements of $1,197,149.
Housing Authorities are also required to review and revise policies governing the Section 8 housing programs, the policies governing the Public Housing programs and the Family Self-sufficiency programs.
The Plans and Revisions were developed by the Public Housing Board, which held three working sessions open to the public on November 16, 2005, December 21, 2005, and January 18, 2006. Notices of the Public Hearing and availability of the “draft” plans for review and comment were published in the Des Moines Register on January 23, 2006 and in the Press Citizen Shopper on January 27, 2006. The Plans were available for public review at the Agency’s Administrative office and the City Clerk’s office beginning on January 26, 2006 and the public hearing held on March 15, 2006.
