AGENDA HEADING:
Resolution ordering construction of the following: Crivaro Park Water Playground – Receiving of Bids (4-25-06), and Setting Date of Hearing, (5-8-06). (Construction Estimate - $600,000).
SYNOPSIS:
Recommend to proceed with construction of the water playground at Pete Crivaro Park (formerly known as Hawthorne Park), 1105 East Railroad Avenue, Des Moines, IA.

Funding Source: Fiscal Years 2006-11 CIP, Page PKS-30, Wading Pool Improvements, PKS034, G. O. Bonds.
ADDITIONAL INFORMATION:
The Engineering Department has prepared plans, specifications, form of contract documents, and Jurisdictional Engineer’s estimate for the construction of the following improvement:
Crivaro Park Water Playground, 11-2006-003
This action is for the construction of a new wading pool and water playground including a new pool house. The pool house contains a pool equipment room, a surge/backwash pit, toilets and an open-air shelter. Construction will include concrete support piers, metal roof trusses, wood plank deck, concrete tile roof, split face concrete masonry and framed acrylic windows. Work includes mechanical, electrical, painting, site work and site restoration, all in accordance with the contract documents, including Plan File Nos. 456-108/138.
The Jurisdictional Engineer (City Engineer, Jeb Brewer) has submitted plans, specifications, form of contract documents, and Jurisdictional Engineer's estimate of construction cost. The estimated construction cost for this improvement is $600,000. The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
The FY06 CIP (PKS034) had budgeted $970,000 for both the Crivaro Park Water Playground ($500,000) and the Tower Park Water Playground ($470,000). If this action is approved, approximately $100,000 will be reallocated from the Tower Park Water Playground project to the Crivaro Park Water Playground project. The need for additional funding for the Crivaro Park restroom/water playground equipment shelter was due to costs of incorporating similar design components from the park shelter currently under construction, such as the southwestern motif with concrete tile roof, flared columns, large overhangs, and curved steel supports. Clearstory windows and vaulted interiors as architectural elements bring natural light into the restrooms and enhance the building, but also increase the project cost. The rectangular shape correlates to the park shelter and provides a small open-air shelter for the wading pool patrons and allows for the separation of concurrent activities at the two facilities.
Due to reasons not associated with the Crivaro Park project, staff is recommending to delay the Tower Park Water Playground project for one year. The need for this change in the Tower schedule only recently became apparent as the Tower Park planning has progressed. A location for the water playground within Tower Park has not been finalized because staff is still working with the First Federated Church (4801 Franklin Avenue) on an agreement for use of the church’s parking lot. The Park and Recreation Department has mailed a letter to neighboring residents and organizations to inform them that staff has recommended this delay. The remaining FY06 funding for the Tower Park project ($370,000) will be carried over to FY07.

Crivaro Park Water Playground: Public Hearing, Receive and File Bids, Designate Lowest Bidder, Approve Contract and Bond. Partial Payments to Contractor and final acceptance of work.
Tower Park Water Playground: In order to complete this project next year without impacting other planned projects, Council will need to amend the FY07 CIP during the next budget process to add back the $100,000 that is being transferred to the Crivaro Park project.
