AGENDA HEADING:
Approving Change Order No. 4 with Visu-Sewer Clean & Seal, Inc. for additional work on the 2004 Sanitary Sewer Lining Program – Contract 1 project for a total not to exceed $58,700.
SYNOPSIS:
Recommend approval of Change Order No. 4 in an amount not to exceed $58,700 with Visu-Sewer Clean & Seal, Inc., Keith M. Alexander, President, W230 N4855 Betker Drive, Pewaukee, WI, 53072, for additional work on the 2004 Sanitary Sewer Lining Program – Contract 1 project for lining of the Neola Pump Station force main.

Funding Source: 2006-07 CIP, Page SAE-13, Lining Sanitary Trunk and Lateral Sewers, SAE049, Sanitary Sewer Funds, with a transfer of $58,700 from 2006-07 CIP, Page SAE‑15, Sanitary Pump Station Equipment Replacement, SAE115, Sanitary Sewer Funds.
ADDITIONAL INFORMATION:
The Neola Pump Station and Force Main were constructed in 1963 as a part of the East Side Interceptor Sewer Improvements project. The Neola Pump Station serves the Iowa Lutheran Hospital campus and several apartment buildings north of E. University Avenue and west of Pennsylvania Avenue. The Neola force main is made of sections of 8-inch ductile iron and is approximately 530 feet long. The force main along Neola Avenue conveys sewage from the Neola Pump Station located in the vacated railroad ROW on the east bank of the Des Moines River to a special manhole structure in Pennsylvania Avenue.
This force main ruptured in October of 2003 and again in early March of 2006. There was a discharge of untreated sanitary sewage to the Des Moines River on both occasions. An examination of the section of force main that ruptured during the most recent failure indicates that the entire main must be rehabilitated as soon as possible to prevent future failures.
There are two methods of rehabilitation that have been considered for this force main:
- The first is complete replacement of the existing force main using open cut methods either in the current location or along a parallel alignment including pavement removal and replacement.
- The second method is to insert a cured-in-place liner inside the existing force main with minor surface disruptions.
An analysis of the cost of both methods and the associated impacts has shown that the use of the cured-in-place liner is the preferred method. This method will eliminate much of the surface disruption to Neola Avenue and the adjacent Iowa Lutheran Hospital parking lots, require less time to perform, minimize impacts on the existing power supply to the pump station, and cost less.
The contractor, Visu-Sewer Clean & Seal, Inc., is currently under a contract for the lining of numerous sections of gravity sewer within the city and is available to perform the lining of this section within a month after the change order for this additional work is authorized.
