AGENDA HEADING:
Approving and authorizing the execution of Iowa Department of Transportation (IDOT) Agreement for pavement removal, levee removal/reconstruction and other work necessary to facilitate archaeological investigation for the Southeast Connector from SW 2nd to Water Streets.
SYNOPSIS:
Recommend approval of IDOT Agreement that provides Federal funding for the removal of Elm Street pavement, levee removal and construction of a floodwall and work necessary to facilitate archaeological investigation of the proposed Southeast Connector from SW 2nd to Water Street.

ADDITIONAL INFORMATION:
The Southeast Connector project on the west side of the Des Moines River incorporates a portion of the headquarters area of Fort Des Moines No. 2 (13PK61), a significant, National Register of Historic Places (NRHP) eligible archaeological site. There is high potential for intact fort-related deposits, as well as earlier prehistoric and later Town of Des Moines deposits. Archaeologically monitored mechanical stripping of the impacted area is being done before construction begins on the Southeast Connector to allow the data recovery and mitigation strategy to be complete without impacting construction schedules. Phase 2 and, as necessary, Phase 3 Archaeological investigations in the area of must be conducted prior to construction of the Southeast Connector.
This agreement with IDOT will ultimately develop a project to include pavement removal of Elm Street between S.W. 2nd and Water Street, the northern portion of the parking area of Principal Park and limited areas of pavement on Water Street. The existing levee along the parking area will be removed and replaced with a floodwall to minimize the impact to the parking at Principal Park and the area near the log cabin. Contract provisions will ensure continued flood protection during construction. Once the archaeological investigations are complete, the disturbed areas will be repaved. Elm Street will be constructed back as a temporary roadway. This will allow continued use of the street until construction of the Southeast Connector Bridge over the Des Moines River begins late next year.
