AGENDA HEADING:

 

Approval of a Certificate of Consistency with the City’s 2005-2009 Consolidated Plan for Excel Community Outreach Center, Inc.

 

 

SYNOPSIS:

 

Recommend to direct the City Manager or his designee to approve and execute the Certificate of Consistency with the City’s 2005-2009 Consolidated Plan for Excel Community Outreach Center, Inc. The Excel Community Outreach Center is a human services program that helps those involved in the correctional system, plus those with employment, substance abuse and housing needs. The Certificate of Consistency form is a required part of the U.S. Department of Housing and Urban Development (HUD) Section 811 Supportive Housing for Persons with Disabilities Program application for the 2006 SuperNOFA grant programs.

ADDITIONAL INFORMATION:

 

Excel Community Outreach Center is proposing an eight-unit apartment facility for persons with disabilities located at 1218-1222 E. 16th Street. The program grant provides two components of assistance to eligible agencies: 1) Capital advances to finance property acquisition, site improvement, conversion, and other expenses associated with supportive housing for persons with disabilities; and 2) rental assistance to cover the difference between HUD-approved operating cost-per-unit and the tenant’s rent.

 

The amount requested for this project is as follows:

1.      Capital Advance: $677,249

2.      Project Rental Assistance: $132,100 annually for three (3) years. This amount would provide an estimated $435 per month per apartment. The total rental amount from tenants has not been developed at this point.
