SYNOPSIS:
Recommend approval to direct the Mayor or his designee to sign a Letter of Commitment and the Certificate of Consistency with the Consolidated Plan for the City of Des Moines, Iowa in support of the Polk County Health Department’s application to HUD’s 2006 SuperNOFA grant for Lead Hazard Control Programs.
FISCAL IMPACT:
Amount: Up to $3 million for a three year program (Polk County).
Funding Source: U. S. Department of Housing and Urban Development (HUD).
ADDITIONAL INFORMATION:
The Polk County Health Department (PCHD) is submitting an application to HUD for the 2006 Lead Hazard Control Program grant. If awarded, funding is up to $3 million dollars over a three year program period. A 10% local match is required for this grant, and that cost will be incurred by Polk County. The grant requires 65% of the annual funding to directly support the rehabilitation costs for owner-occupied or rental housing units of families with a child six years of age or younger who have elevated blood lead (EBL) levels. The application proposal will target four (4) zip codes within Des Moines where the PCHD test records show a high concentration of children with elevated blood lead levels.
The City of Des Moines has partnered with PCHD as a subcontractor on this grant application to perform the Lead-Based Paint (LBP) control measures for the Lead Hazard Control Program. Through the Neighborhood Conservation Services (NCS) Division of the City’s Community Development Department, the present HUD funded Housing Rehabilitation Programs offered to low and moderate-income homeowners and eligible rental property-owners have a LBP assessment component. Federal regulations enacted in 2000 require HUD funded programs to treat and/or abate lead hazards.
On December 2, 2005 the Polk County Housing Trust Fund awarded the City $125,000, which was matched with $125,000 of the City’s CDBG funds, to do a pilot program with the PCHD to assist up to five (5) or more owner-occupied homes (identified by PCHD records) as the primary residence of a child, 6 years old or younger, with elevated blood lead levels.
Studies have shown that many pre-1950 homes contain lead hazards. About 27% of the homes in Des Moines were built before 1950, compared to 22% nationwide. Within Des Moines, the zip code areas of 50309, 50311, 50314, and 50316, have the highest concentration (19%) of EBL-tested children six years of age and under with levels greater than 10 micrograms per deciliter, the level where intelligence, hearing and growth are affected and can cause developmental deficits and learning disorders.
This resolution authorizes the Mayor or his designee to sign a letter of commitment from the City and the Certificate of Consistency with the 2005-2009 Des Moines Consolidated Plan for the grant application submission.
