AGENDA HEADING:
Submitting out-of-state travel requests for Todd Dykstra, William McCarthy, Carol Moser, Emily Chafa, James O’ Daye II and William Stowe.
SYNOPSIS:
Recommend approval for out-of-state travel requests listed below.
FISCAL IMPACT:
Amount: $2,060 (Dykstra), $1,734 (McCarthy), $1,230.37 (Stowe), $1,252 (O’ Daye), $1,252 (Chafa), and $1,252 (Moser).

ADDITIONAL INFORMATION:
Todd Dykstra, (0-NR), Police Sergeant, to Boston, Massachusetts, from October 14-18, 2006, to attend the annual conference of the International Association of Chiefs of Police in order to attend seminars and workshops taught by nationally and internationally recognized speakers to enhance the skills and performance as the Public Information Officer for the Des Moines Police Department.
William McCarthy, (2-R), Chief of Police, to Boston, Massachusetts, from October 13-18, 2006, to attend the annual conference of the International Association of Chiefs of Police in order to attend seminars and workshops taught by nationally and internationally recognized speakers. It will also provide an opportunity to stay current in trends and best practices confronting and affecting law enforcement.
William Stowe, (0-R), Assistant City Manager/Public Works & Engineering Director, to Kansas City, Missouri, from September 9-13, 2006, to attend the Best Show in Public Works conference that will include cutting-edge educational sessions that focus on the best practices in public works, featuring the latest and greatest products, services and exhibits in the field.
James O’ Daye II, (0-R), Chair of Human Rights Commission, to Anaheim, California, from June 26-30, 2006, to attend the National Fair Housing Policy Conference that will address housing issues, legal updates, mediation & arbitration, measuring fair housing results, FHIP/FHAP Partnerships, manage cases, predatory lending, testing, disability issues, etc. This will help increase knowledge in order to continue serving the community.
Emily B. Chafa, (0-R), Interim Human Rights Director, to Anaheim, California, from June 26-30, 2006, to attend the National Fair Housing Policy Conference that will address housing issues, legal updates, mediation & arbitration, measuring fair housing results, FHIP/FHAP Partnerships, manage cases, predatory lending, testing, disability issues, etc. This will help increase knowledge in order to continue serving the community.
Carol Moser, (0-R), Assistant City Attorney, to Anaheim, California, from June 26-30, 2006, to attend the National Fair Housing Policy Conference that will address housing issues, legal updates, mediation & arbitration, measuring fair housing results, FHIP/FHAP Partnerships, manage cases, predatory lending, testing, disability issues, etc. This will help increase knowledge in order to continue serving the community.
The amount budgeted for travel in Fiscal Year (FY) 2006 is $664,650. The amount expended for travel in FY2006 as of May 16, 2006 is $255,682.

Action: The City Council approved a revision to the policy for travel authorization requests. Such revision requires trips that exceed three days and $1,250 cost be approved by the Council.
