AGENDA HEADING:
Approving
Professional Services Agreement with McClure Engineering Company, in
conjunction with the Thirteenth Street and Jefferson Avenue Overflow Reroute
and Intake Removal, not to exceed $176,800.
SYNOPSIS:
Recommend approval of the Professional
Services Agreement with McClure Engineering Company, Jeffrey S. Schug, Chief
Operating Officer, 400 SE Delaware, Ankeny, IA
50021 to perform professional services in connection with Thirteenth
Street and Jefferson Avenue overflow reroute and intake removal, Activity ID
01-2006-028. This work is included in
the Long Term Control Plan that has been developed to eliminate Combined Sewer
Overflows (CSO) as submitted to the Iowa Department of Natural Resources (IDNR)
in compliance with the current National Pollutant Discharge Elimination System
(NPDES) permit for the operation of the Wastewater Collection System.

ADDITIONAL INFORMATION:
The Thirteenth Street and Jefferson
Avenue overflow reroute and intake removal project provides for the
construction of a trunk sanitary sewer from Thirteenth Street and Jefferson
Avenue to the WRA Westside interceptor in Prospect Park to eliminate the
existing combined sewer overflow at Thirteenth Street and Jefferson Avenue, and
to remove the storm water flow from the portion of the Westside trunk combined
sewer subsystem that is upstream of the existing overflow. This will include construction of several
blocks of storm sewer to remove the remaining intakes from the sewer system
upstream of the existing overflow. This
will separate the sewer system in this area and eliminate the combined sewer
overflow in order to help meet the nine minimum requirements included in the
current NPDES permit issued to the City of Des Moines in December of 2001. These requirements are on file in the City
Engineer’s Office.
City of Des Moines staff sent a Request for Qualifications
(RFQ) to sixteen consultants and posted the
RFQ on the City of Des Moines website. Eleven consultants submitted Statements of
Qualifications. A Selection Committee
reviewed and evaluated the Statement of Qualifications that were submitted by
the eleven consultants.
McClure Engineering Company was selected for this project. The review and negotiation of the proposed
Professional Services Agreement for the Thirteenth Street and Jefferson Avenue
overflow reroute and intake removal project has been completed and total
compensation to the consultant for this agreement totals $176,800. A
Separate Notice to Proceed will be issued for the Optional Right-of-Way and
Construction Phase Services.
