AGENDA HEADING:

 

Approving Programmatic Agreement among the Federal Highway Administration, Iowa Department of Transportation, Iowa State Historic Preservation Office, and the City of Des Moines regarding the Southeast Connector Urban Arterial Projects and associated features.

 

 

SYNOPSIS:

 

Recommend approval of the Programmatic Agreement among the Federal Highway Administration, Iowa Department of Transportation, Iowa State Historic Preservation Office, and the City of Des Moines regarding the Southeast Connector Urban Arterial Projects and associated features.  The Programmatic Agreement defines the process for identifying, evaluating, and treating historical properties and archeological resources.  This agreement is necessary to obtain required permits, approvals, and funding from the Iowa Department of Transportation and Federal Highway Administration.

 

 

FISCAL IMPACT:

 

Amount:  Future costs in separate archeological and construction contracts as described below, up to $1,000,000.

ADDITIONAL INFORMATION:

 

Past agreements addressed the treatment of historic resources impacted by the CBD Loop Arterial, also known as the Martin Luther King Jr. Parkway.  This Programmatic Agreement incorporates additional compliance actions that are required to satisfy current regulations and updates project information that had become dated.  The Southeast Connector project will have an adverse effect on a house eligible for listing on the National Register of Historic Places and may have effects on archeological resources which contribute to the significance of Fort Des Moines No. 2 and on components of the Civic Center Historic District and other individual standing structures listed on, or eligible for inclusion on, the National Register of Historic Places.

 

The initial work includes the field archaeology work, pre-construction condition surveys, vibration monitoring and development of a treatment plan for the impacted house.  The professional services are part of a supplemental agreement with Kirkham Michael & Associates (Dale Miller, President & CEO, 12700 West Dodge Road, Omaha, Nebraska) for Council consideration.  In addition, construction contracts will have costs associated with the archaeology such as monitored excavation and replacement of pavement.  The Elm Street construction project is currently planned to be in the October 2006 Iowa DOT letting with a project estimate of $400,000.

 

Additional future costs will depend on what is found and recovered during the archaeological investigation.  At a later date, a supplement will be prepared to cover costs for lab processing and analyses, report preparation, and dissemination and curation charges.  Currently, costs of $355,000 are identified for implementation of this agreement and may reach up to $1,000,000 for the total project.

 

The Programmatic Agreement allows the required investigations to be conducted.  The archaeological work is planned to begin later this year, ahead of bridge construction, in order to limit the impact the archaeological investigation would have on the project construction schedule and cost.  The roadway and bridge construction in this area is planned to begin late 2007.
