AGENDA HEADING:
Approving and authorizing Supplemental Agreement No. 1 with Kirkham Michael & Associates for additional services to comply with environmental and archaeological requirements in conjunction with the Southeast Connector.
SYNOPSIS:
Approval of Supplemental Agreement No. 1 with Kirkham Michael & Associates (Dale Miller, President & CEO, 12700 West Dodge Road, Omaha, Nebraska), in an amount not to exceed $660,318.04, for additional services necessary to meet the requirements to re-evaluate the original Environmental Impact Statement, comply with archaeological requirements and construction of a project along Elm Street, relocation of the levee and hazardous materials investigations.

ADDITIONAL INFORMATION:
This supplemental agreement includes several tasks necessary for the
further development of the Southeast Connector. The tasks include:
re-evaluation of environmental documents, archaeological investigation,
historic treatment plan, vibration monitoring and pre-construction surveys,
construction administration, design of levee and sewer relocation and hazardous
materials investigation.
Additional
services are necessary to re-evaluate the previous environmental documents
prepared for the CBD Loop Arterial and Martin Luther King Jr. Parkway. The Final Environmental Impact Statement was
dated December 28, 1987 and the Final Supplemental Environmental Impact
Statement was dated September 2, 1999.
The Southeast Connector from S.W. 2nd to S.E. 15th
was included in these previous documents.
However, the information is dated and there have been changes in
regulations that necessitate a re-evaluation of the previous documents to
comply with current requirements.
The
archaeological investigation, historic treatment plan, vibration monitoring and
pre-construction survey are necessary to fulfill the requirements of the
National Historic Preservation Act. The
Programmatic Agreement with the Federal Highway Administration, Iowa Department
of Transportation, State Historic Preservation Office and City of Des Moines is
included on this September 11 agenda for Council consideration.
Construction
phase services are needed for the planned Elm Street project later this
year. This project will include
pavement removal, levee removal/reconstruction and other work necessary to
facilitate the archaeological investigation.
As design and
environmental work has progressed, additional work elements have been identified,
such as hazardous materials investigations for properties within the proposed
alignment of the Southeast Connector.
Additionally, concerns with the overall height and appearance of the
proposed bridge over the Des Moines River have resulted in additional work
elements, as well as sewer replacement and levee relocation along the east side
of the river. These work elements were
not included in the original contract, and are now incorporated with
Supplemental Agreement No. 1.
