AGENDA HEADING:
Memorandum of Understanding with the Des Moines
Police Department and the Polk County Sheriff’s Office for the Law Enforcement
Terrorism Prevention Program (LETPP).
SYNOPSIS:
Recommend
approval of the Memorandum of Understanding (MOU) between the Des Moines Police
Department and the Polk County Sheriff’s Office for the LETPP Grant. The grant provides funding for the Polk
County employee assigned to the LETPP.
This employee will assist in the collection of intelligence data for the
new centralized criminal intelligence data sharing center, known as the Fusion
Center Concept.
FISCAL IMPACT:
Amount:
$168,757 to include salary, benefits and vehicle operating costs for the
Polk County Sheriff’s employee. These
costs are reimbursed by the LETPP Grant.

ADDITIONAL INFORMATION:
On
June 7, 2004, by Roll Call No. 04-1186, the City Council voted to approve the
2004 Law Enforcement Terrorism Prevention Program (LETPP) Grant application
where the Des Moines Police Department would be the lead agency in a new
centralized criminal intelligence data sharing center with local, state and
federal law enforcement agencies. The
funds would be administered by the City of Des Moines for the 20 county area
referred to as Law Enforcement Intelligence Network (LEIN) Region 5. The grant is a collaborative effort with a
Polk County Sheriff’s deputy assigned to the program. A Memorandum of Understanding (MOU) between the City and the Polk
County Sheriff’s Office is a requirement.
The MOU was signed by the Polk County Board of Supervisors on September
12, 2006 and is now being presented for approval.
Memorandum
of Understanding covers the time period of December 2005 through the FY2006
LETPP Grant, projected to be March 2008.
