AGENDA
HEADING:
Approving a
Grant Agreement between the City of Des Moines Police Department and State of
Iowa Homeland Security and Emergency Management Division for the FY2006 Law
Enforcement Terrorism Prevention Program (LETPP).
SYNOPSIS:
Recommend approval of the FY2006 Law Enforcement Terrorism Prevention
Program (LETPP) grant agreement for Federal Fiscal Year 2006. The Des Moines Police Department was
selected as one of six lead agencies throughout the State of Iowa to administer
Federal Homeland Security Funds through LETPP. This is the third year Des
Moines has received this grant.

The grant award from the State of Iowa Homeland Security and Emergency
Management Division is $366,305.50.
There is no requirement for a local match.

Source: Grant proceeds will be deposited into SP751,
POL980510, LETPP Grant (page 310, Fiscal Year 2006-07 Budget).
ADDITIONAL
INFORMATION:
This grant award
will be administered by the City of Des Moines for the 20 county area referred
to as Law Enforcement Intelligence Network (LEIN) Region 5. This is a continuation of a collaborative
effort coordinated with other local, state, and federal law enforcement
agencies to share and analyze terrorism related intelligence data. The grant period will be from August 31,
2006 and continue through March 31, 2008.
Grant proceeds
will be used to fund the following (a spreadsheet with detailed descriptions of
these costs is included in the Council packet):
*Note: These are not new positions. Three
City of Des Moines employees were originally hired under the first year of the
grant. The fourth position is a Polk County employee.
