FY
2006 Homeland Security Grant Program Agreements
SYNOPSIS:
Iowa Homeland Security and Emergency
Management’s Director has requested the City of Des Moines serve as the fiscal
agent and authorized representative for the administration of Iowa’s FFY 2006
Homeland Security Grant Program funds consisting of three separate sub-grantee
Agreements: Iowa’s Explosive Ordinance
Disposal (EOD) Task Force Program, Iowa’s Weapons of Mass Destruction Tactical
Officer’s (SWAT) Task Force Program and Chemical, Biological, Radiological,
Nuclear and Explosive (CBRNE) Detection Equipment.
FISCAL IMPACT:
Amount:
Explosive Ordinance Disposal (EOD) Task Force ($284,680), Weapons of
Mass Destruction Tactical Officer’s (SWAT) Task Force ($1,000,000) and
Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Detection
Equipment ($260,000), with the City of Des Moines to share in the receipt of
purchased equipment with the other task force members. The City will be reimbursed by the State for
all expenses in accordance with the grant programs. There is no requirement for
the City to provide matching funds.
The Homeland Security Grant Program grant
period is from July 01, 2006 through March 31, 2008.
The City of Des Moines will receive a
total of $15,447 for management and administration costs associated with grant
oversight and reporting requirements: $2,847 for Explosive Ordinance Disposal
(EOD) Task Force, $10,000 for Weapons of Mass Destruction Tactical Officer’s
(SWAT) Task Force and $2,600 for the Chemical, Biological, Radiological,
Nuclear and Explosive (CBRNE) Detection Equipment.

U.S. Department of Homeland Security
(DHS), Office of Grants and Training (OGT) FFY 2006 Homeland Security Grant
Program (HSGP) allocation made to the State of Iowa.
ADDITIONAL INFORMATION:
The
Police Department will meet quarterly with the Task Force Leadership Committees
to review Task Force status, develop and approve equipment specifications,
identify state, regional and local training and exercise opportunities. Minutes of the meetings will be forwarded to
Iowa Homeland Security and Emergency Management for review.
The
Police Department will meet with Iowa Homeland Security and Emergency
Management to receive approval of the equipment specifications and to proceed
with the equipment acquisitions in accordance with the requirements set forth
in the grant guidance and federal Approved Equipment List (AEL).
The
Police Department will coordinate purchases with the City’s Finance Department
in accordance with the City of Des Moines purchasing policies. The City of Des
Moines will procure the equipment for all of Iowa’s Explosive Ordinance
Disposal (EOD) and Weapons of Mass Destruction Tactical Officer’s (SWAT) Task
Force Teams.
The
Police Department will receive, inventory and hand receipt equipment items back
to the respective task force teams, and submit documentation and report actions
to Iowa Homeland Security and Emergency Management, and the Finance Department
to facilitate payment of vendors and support grant audit requirements.
The
Police Department will coordinate grant reimbursements with the Finance
Department and Iowa Homeland Security and Emergency Management.

Force Teams.
