AGENDA HEADING:

 

Approving an exception to the procurement ordinance competitive bidding requirements for good cause and approving a contract with Carpenter Uniform & Promotional products for services to the City of Des Moines’ Police Department. 

 

 

SYNOPSIS:

 

Recommend approval of exception from bidding process of services, the new contract, and authority granting the Mayor to sign the new contract.

 

 

FISCAL IMPACT:

 

Amount:  $147,000 per year

 

Funding Source:  Fiscal Year 2006-07 Operating Budget, Police Department Property Management, GE001 POL040400, page 213.

 

 

ADDITIONAL INFORMATION:

 

On March 24, 2003, by Roll Call No. 03-648, the City Council approved Carpenter Uniform & Promotional Products as the service uniform contractor for the Des Moines Police Department. This contract and its renewal options expired March 2006. Review of this contract revealed Carpenter Uniform & Promotional Products is the only local business that meets current and past specifications. Businesses outside the State of Iowa can provide uniforms, but are unable to provide alterations and delivery in a timely manner.

 

Several meetings were held with the Police Department staff and the City Purchasing Agent. As a result of these meetings, it was determined a bidding process would place an unnecessary burden and expense on the City when the outcome would be the same. The matter was brought to the attention of the City Manager who agreed with the staff and directed a contract be negotiated with Carpenter Uniform & Promotional Products and presented to the City Council for approval.

 

The Police Department spent considerable time working with the Purchasing Division and the City Manager to develop this approach. Though the contract expired last March, this action is before Council now because it also took additional time to negotiate the contract with Carpenter Uniform & Promotional Products. The contract has been created and approved by staff. The new contract has also been signed by Carpenter Uniform & Promotional Products. The completion and instigation of this contract now only awaits the approval of the City Council.
