Illinois, for additional engineering services for the Ingersoll Avenue
Streetscape Project located on Ingersoll Avenue from 28th Street to
31st Street, for a lump sum of $99,000.

ADDITIONAL INFORMATION:
On February 28, 2006, two schematic design concepts, a base concept and an enhanced concept, were presented to the public at Des Moines University. Since that time, the Ingersoll Area Association (IAA) has led a fund raising effort to raise private donations to match the City’s contribution towards construction of the streetscape. On August 7, 2006, City Council approved Roll Call 06-1554, authorizing Douglas Hoerr Landscape Architecture, Inc. to proceed with Phase 3 (Design Development) and Phase 4 (Bidding Phase) of the Professional Services Agreement Scope of Services for the Ingersoll Avenue Streetscape Project.
The Ingersoll Run Basin Master Plan Study, recently conducted by Veenstra & Kimm, Inc. for the City of Des Moines, outlines recommended storm sewer improvements in the Ingersoll Run Drainage Basin. It has been determined that is desirable to incorporate the recommended storm sewer improvements along Ingersoll Avenue between 28th Street and 31st Street into the Ingersoll Streetscape Project. By incorporating the storm sewer into the Ingersoll Streetscape Project, future disruption of the streetscape for construction of storm sewer can be avoided.
Within the streetscape project limits of 28th Street to 31st Street, the Ingersoll Run Basin Master Plan Study recommends extensive storm sewer and intake installation, primarily along the south curb on Ingersoll Avenue. On 28th, 29th and 31st Streets, outlets for the proposed storm sewer would be constructed from Ingersoll Avenue to the existing Ingersoll Run combined sewer, located approximately ˝ block north of Ingersoll Avenue. Future storm sewer projects will remove these storm sewer outlets from the combined sewer and provide connection to a new storm sewer system.
The addition of storm sewer greatly increases (approximately $900,000) the amount of work included with the streetscape project. To allow additional time for design and construction, it will be necessary to split the project into two major phases. Phase 1 will be constructed in 2007 and extend from 28th Street to 29th Street. Phase 2 will be constructed in 2008 and extend from 29th Street to 31st Street. A third phase is also planned for 2008 to install street furniture and other miscellaneous items along the entire project length.
Funding for this
Supplemental Agreement No. 1 and for the proposed storm sewer improvements will
be entirely from storm water and sanitary sewer funds.
