AGENDA HEADING:
Approving Professional Services Agreement with
Veenstra & Kimm, Inc., in conjunction with the 21st Street &
Carpenter Avenue Storm Sewer, not to exceed $92,660.
SYNOPSIS:
Recommend
approval of the Professional Services Agreement with Veenstra & Kimm, Inc.,
H.R. Veenstra Jr., President, 3000 Westown Parkway, West Des Moines, IA 50266, for hourly costs not to exceed
$92,660 to perform professional services in connection with the 21st
Street & Carpenter Avenue Storm Sewer, Activity ID 01-2007-010. This work is included in the Long Term
Control Plan that has been developed to monitor and control Combined Sewer
Overflows (CSO) as submitted to the Iowa Department of Natural Resources (IDNR)
in compliance with the current National Pollutant Discharge Elimination System
(NPDES) permit for the operation of the Wastewater Collection System.

ADDITIONAL INFORMATION:
The
City of Des Moines has areas with combined sewer systems. The U.S. Environmental Protection Agency
(EPA) amended the Clean Water Act to require cities with combined sewer
overflows to comply with nine minimum requirements at each CSO site. The State of Iowa administers these
requirements and the State will include them in the City of Des Moines’
National Pollutant Discharge Elimination Program (NPDES) permits. One of the primary requirements of the new
permit will be the monitoring and reporting of all flow discharges from the
permitted combined sewer overflow, with the eventual total elimination of any
or all of the CSOs.
Veenstra
& Kimm, Inc. was the original Consultant that worked with the City to
develop the long-term implementation strategy so that the new NPDES
requirements could be satisfied. A
project identified in the long-term control plan was the construction of a
storm sewer in the area of 21st Street to 25th Street and
University Avenue to Carpenter Avenue.
This new storm sewer will allow the elimination of the combined sewer
overflow at 21st Street and Carpenter Avenue. Veenstra & Kimm, Inc. was selected for
this work due to their extensive knowledge of the problems in this area gained
through investigative work on the long-term control plan.
