SYNOPSIS:

Recommend authorization to acquire necessary right-of-way and easements for the above project.  This action is required by Iowa law before the City can initiate the right-of-way acquisition process under eminent domain.

FISCAL IMPACT:

Amount:  $2,500 estimated for right-of-way acquisition

Funding Source:  2006-07 CIP, Street Improvements, Page 24, Ingersoll Streetscape Improvements 28th – 31st, STR221.

ADDITIONAL INFORMATION:

The Ingersoll Avenue Streetscape Improvements Project from the 28th Street intersection to the 31st Street intersection includes planting, lighting, street trees, street furniture, signage and traffic calming improvements.  The pilot project is an outcome of a two-year planning effort with the Ingersoll Area Association and the surrounding neighborhood associations.  This effort culminated in the development of the Ingersoll Avenue Improvement Plan.  The neighborhood has raised funds for a portion of this project, as well as approved a Self-Supported Municipal Improvement District (SSMID) for long-term maintenance.

Several temporary easements will be needed to reconstruct driveway approaches and several permanent easements are needed for storm sewer improvements that will be made in conjunction with this project.
