AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation (IDOT) Change Order No. 9 to Keo Way Phase 2 Storm Sewer Outlet not to exceed City cost of $138,275.75.

 

 

SYNOPSIS:

 

Recommend approval of Change Order No. 9 as prepared by IDOT in the amount not to exceed $240,062.07, City share being $138,275.75, for the cost to remove and dispose of rubble.

Funding Source:  2006-2007 CIP, Page Street-23, I-235 Storm and Sanitary Sewer Improvements, STR197, Storm Water Utility Funds.

ADDITIONAL INFORMATION:

 

On May 22, 2006, under Roll Call No. 06-977, the City Council approved a preconstruction agreement with Iowa DOT for Keo Way (Birds Run) Phase 2 Storm Sewer related to I-235, where the City will reimburse Iowa DOT an estimated 57% of the storm sewer cost, 100% for any enhanced storm capacity, and 100% of sanitary sewer cost.  The repayment will begin in FY 2007-08.  As part of this agreement, change orders exceeding $25,000 in additional City contribution shall be approved by the Des Moines City Council.

 

Change Order No. 9 is for the additional cost to remove and dispose of the rubble that was encountered during the construction of the storm and sanitary sewer.  Over the past decades, Keo Way had several layers of bricks constructed on top of one another for the road surface that is underneath the present asphalt surface.  Interlaced with the brick layers were trolley track and wooden ties.  When the trolley track and wooden ties were removed, the wooden ties would pull from underneath sections of the street that were not to be removed for the project.  Flowable mortar was utilized to fill the void where the wooden ties pulled from underneath the existing street surfacing.  The construction also encountered old concrete building foundations and abandoned concrete electrical duct bank that was also removed as rubble.  The rubble material that was not suitable for backfill was hauled from the project site for disposal.  As unsuitable rubble material is hauled from the project site, suitable material is hauled to the project site to replace the unsuitable material.  The change order has been reviewed by the City’s representative, Veenstra & Kimm, Inc., and found to be reasonable.  The total change order is $240,062.07, with the City’s share being $138,275.75.
