AGENDA HEADING:

 

Approving Professional Services Agreement with Brian Clark and Associates for design and construction phase services for the Court Avenue Streetscape Rehabilitation, not to exceed $80,000.

 

 

SYNOPSIS:

 

Approval of the Professional Services Agreement with Brian Clark and Associates, Brian Clark, Senior Principal, 1300 Walnut Street, Suite 200, Des Moines, Iowa, 50309, for a lump sum amount of $75,000 and reimbursable costs not to exceed $5,000, to provide design and construction phase services for the Court Avenue Streetscape Rehabilitation.

ADDITIONAL INFORMATION:

 

The Court Avenue Streetscape was originally constructed in 1986.  Recognizing the importance of the Court Avenue District as an entertainment corridor, Brian Clark and Associates was retained in 2006 to prepare an assessment of the condition of the streetscape and its various elements.  The assessment that was recently completed identified several elements in need of improvement.  The vegetation assessment identified several trees in poor condition that need to be removed and replaced.  It was also recommended that the tree grates be removed and replaced with larger planting beds that could be landscaped with a variety of shrubs and perennials for seasonal interest.  The paving and hardscape assessment identified some areas in need of repair.  An assessment of the street furnishings found a need to develop a coordinated palette of street furniture including trash receptacles, benches, planters, bike racks, and newspaper stand screens.  The existing lighting on Court Avenue is functionally inefficient and aesthetically unappealing.  Much light is lost upward, adding to the light pollution downtown.  Broken and battered light fixtures and poles illustrate the heavy use the corridor takes as an entertainment destination.  It was recommended that the light fixtures be replaced with a newer, more efficient globe on a more durable pole.  Due to Brian Clark and Associates’ specialized knowledge of Court Avenue streetscape and related redevelopment work, the firm was selected to provide design and construction phase services for the improvements identified above.

 

Staff has negotiated a Professional Services Agreement with Brian Clark and Associates, for a lump sum amount of $80,000 to provide design and construction phase services.
