AGENDA HEADING:

 

Approving Professional Services Agreement with Howard R. Green Company for construction administration services for the Ingersoll Avenue Streetscape project 28th Street to 31st Street, not to exceed $316,000.

 

 

SYNOPSIS:

 

Recommend approval of the Professional Services Agreement with Howard R. Green Company, Ralph Russell, President, 8710 Earhart Lane SW, Cedar Rapids, IA 52404, on the basis of hourly labor rates and reimbursable costs not to exceed $316,000, to provide construction administration services for the Ingersoll Avenue Streetscape Project – 28th Street to 31st Street.

 

 

FISCAL IMPACT:

 

Amount:  $316,000

 

Funding Source:  2007-08 CIP, Page Street-24, STR221, Ingersoll Streetscape Improvements – 28th to 31st, being 60% ($189,600) G.O. Bonds and 40% ($126,400) Storm Water Utility Funds.

 

 

ADDITIONAL INFORMATION:

 

On August 7, 2006, City Council approved Roll Call 06-1554, authorizing Douglas Hoerr Landscape Architecture, Inc. to proceed with Phase 3 (Design Development) and Phase 4 (Bidding Phase) of the Professional Services Agreement Scope of Services for the Ingersoll Avenue Streetscape Project.  On February 2, 2007, City Council approved Roll Call 07-207, authorizing Supplement Agreement No. 1 to incorporate storm sewer improvements along Ingersoll Avenue between 28th Street and 31st Street into the Ingersoll Streetscape Project.  The project was also split into three contracts to allow time for the design and construction of the additional storm sewer work.  Contract 1 will be constructed in 2007 and extend from 28th Street to 29th Street.  Contract 2 will be constructed in 2008 and extend from 29th Street to 31st Street.  A third contract is also planned for 2008 to install street furniture and other miscellaneous items along the entire project length.  It is necessary to have construction phase services for all three contracts totaling almost $2 million dollars.  In addition, the work being done by MidAmerican Energy must also be integrated into the construction phase.

 

This Professional Services Agreement for construction administration services includes all three contracts of the project and MidAmerican coordination.  The agreement was negotiated with Howard R. Green Company, previously a sub‑consultant to Douglas Hoerr Landscape Architecture, Inc. during the design phase of the project.  Staff recommends Howard R. Green Company become the prime consultant for construction administration services since they will perform the majority of the work during this phase of the project.  Douglas Hoerr Landscape Architecture, Inc. and Dunbar/Jones, PLC, will continue to be involved in the project as sub-consultants to Howard R. Green Company.
