AGENDA HEADING:

 

Approving agreement with MidAmerican Energy Company to replace the wood distribution poles with fiberglass poles, install new decorative street and pedestrian lights, and to reduce the amount of overhead wiring for the Ingersoll Avenue Streetscape – 28th Street to 31st Street, not to exceed $250,265.

 

 

SYNOPSIS:

 

Approval of an agreement between the City of Des Moines and MidAmerican Energy Company, David L. Sokol, Chairman and Chief Executive Officer, 666 Grand Avenue, P.O. Box 657, Des Moines, Iowa, 50303‑0657, to replace the wood distribution poles with fiberglass poles, install new decorative street and pedestrian lights, and to reduce the amount of overhead wiring for the Ingersoll Avenue Streetscape – 28th Street to 31st Street.

 

 

FISCAL IMPACT:

 

Amount:  $250,265

 

Funding Source:  2007-08 CIP, Page Street-24, STR221, Ingersoll Streetscape Improvements – 28th to 31st, various funding, being:  $50,265 in G.O. Bonds and $200,000 in private contributions for electrical improvements from Restoration Ingersoll

 

 

ADDITIONAL INFORMATION:

 

On the June 4, 2007 Council meeting are resolutions for City Council consideration regarding Ingersoll Avenue Streetscape Improvements – 28th to 29th Streets including award of the construction contract to Jasper Construction Services, Inc., (Steven J. Rhodes, President, 928 N. 19th Avenue East, Newton, Iowa, 50208) in the amount of $578,089.25.  During the schematic design phase, it was determined that it is desirable for the streetscape to include new street and pedestrian lighting and to reduce the presence of the overhead utilities.  Complete relocation of the facilities from overhead to underground was not feasible due to the high costs of a complete underground system.  MidAmerican Energy prepared plans to improve the visual impact of the existing overhead system.  Service wires that cross Ingersoll Avenue will be removed and placed under the street; however, existing wires along Ingersoll will remain in place.  The overhead distribution line in 29th Street will be placed underground across Ingersoll Avenue.  The existing wood distribution poles along the south side of Ingersoll Avenue will be removed and new black fiberglass poles installed further away from the curb line.  MidAmerican Energy will install new black street and pedestrian light poles with black archetype fixtures along the project.  These poles and fixtures will be owned and maintained by MidAmerican Energy.  New underground wiring will be installed for the pedestrian lights.

 

The breakdown of costs for this work is as follows:

 

Relocate distribution poles required by storm sewer construction                        $          0

Upgrade to black fiberglass distribution poles:                                                    $ 25,000

Underground commercial services along Ingersoll Ave.                                      $103,000

Underground overhead primary crossing at 29th Street                                        $ 30,000

Install pedestrian lights                                                                                       $ 68,265

Upgrade streetlights to black archetype fixtures                                                  $ 24,000

Action: (A) Final consideration of ordinance above, (waiver requested by City Manager), requires 6 votes.  Moved by Hensley that the rule requiring that an ordinance must be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, that the ordinance be placed upon its final passage, and that the ordinance do now pass, #14,628.  Motion Carried 6-0.  Mayor Cownie declares a conflict of interest and abstains from voting.
