AGENDA HEADING:

 

Hearing on Evelyn K. Davis Park Improvements:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as Elder Corporation, Jared R. Elder II, President, $349,999.99.

 

 

SYNOPSIS:

 

This is a public hearing to allow for public input on the Evelyn K. Davis Park Improvements and take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project.  Neighborhood Association and stakeholder meetings were held in October and November 2006 to gain consensus on the specific improvements for Evelyn K. Davis Park, which were approved at the November 14, 2007 King-Irving Neighborhood Association Executive Board meeting and include:  A new half-court basketball court; a Spacenet Climber; a prefabricated, painted steel open-air shelter for 40 people with permanently installed picnic tables and grilles; the existing restrooms in the small shelter will be expanded and remodeled ; additional landscaping; and a walking path around the perimeter of the park.

ADDITIONAL INFORMATION:

 

The Evelyn K. Davis Park Improvements Project will total $450,000 in capital improvements in the City of Des Moines’ Evelyn K. Davis Park, located at 16th and Forest, in the King Irving Neighborhood.  The project was initiated by William Knapp, who gathered financial support of several Des Moines-area agencies to finance the infrastructure enhancements, including $250,000 in grants and commitments from United Way, Polk County, and Prairie Meadows.  $50,000 of City FY 2006-07 Park Improvements CIP budget was committed to meet a local match requirement for a CAT grant application, both of which were authorized by the Des Moines City Council on September 25, 2006, by Roll Call No. 06-1931.  A CAT application requesting funding of $150,000 was submitted to the Vision Iowa Board, which awarded the project $130,000 in December 2006.  The additional $20,000 funding necessary for the project was provided through a transfer from the FY 2007-08 CIP, Page Park Improvements-13, Neighborhood Park Improvements, PKS137 and authorized by the Des Moines City Council on March 12, 2007, by Roll Call No. 07-1931.

 

In addition to the infrastructure components previously outlined, a second project component, inherent to the desired outcomes of increased park use and safety, involves additional park management and operations funding to increase programming and family-oriented activity as well as a police presence at the park.  This has been funded with $425,000 of donations from private individuals and will be used over the course of the next three fiscal years for operating expenses related to increased security staffing by the Police Department and programming staffing by the Park and Recreation Department.

 

On May 7, 2007, under Roll Call No. 07-837, the City Council received and filed plans, specifications, form of contract documents, and City Engineer's estimate for the construction of the Evelyn K. Davis Park Improvements.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications, and form of contract documents and engineer's estimate for the construction of the Evelyn K. Davis Park Improvements, 11-2007-014.  The improvement includes construction of a restroom addition, Spacenet Climber, shelter, basketball court, sidewalk, earthwork, and plantings, all in accordance with the contract documents including Plan File Nos. 473-032/045 at Evelyn K. Davis Park, 1502 Forest Avenue, Des Moines, Iowa.

 

Sealed bids for said improvement were submitted by the following bidders:

  • Elder Corporation, Des Moines, IA
  • Johnson Concrete & Petroleum Const. Inc., Des Moines, IA
  • Hooyer Construction, Pella, IA, 
  • Concrete Technologies, Inc., Urbandale, IA

 

The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa at 11:00 a.m. on May 22, 2007.

 

The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Elder Corporation, Jared R. Elder II, President, 5088 E. University Avenue, Des Moines, IA, 50327 in the amount of $349,999.99, and said bid should be accepted.  The Finance Director has determined that funds are available for said improvement as stated above.
