Purchase of
Rapid Deployment Vehicles for
SYNOPSIS:
Recommend
approval of the purchase of six (6) Rapid Deployment Vehicles for
The
Rapid Deployment Vehicle is commercially manufactured specifically in support
of police tactical operations and has been further refined by end users to the
point no other manufacturer is competitive in constructing such a vehicle
without exorbitant cost and customization. For this reason, the City Manager has approved
waiving competitive bidding for the purchase of this vehicle under Municipal
Code Section 2-710 (a) of the City’s Purchasing Ordinance for “good cause
shown”. The Rapid Deployment Vehicle
will not be an addition to the fleet, since it will be replacing an existing
vehicle.

The
City of
The
Rapid Deployment Vehicle is commercially manufactured specifically in support
of police tactical operations and has been further refined by end users to the
point no other manufacturer is competitive in constructing such a vehicle
without exorbitant cost and customization. It is with this in mind, the police
department has requested of the City Manager to purchase this vehicle under
Municipal Code Section 2-710 (a) “good cause shown”, of the City’s Purchasing
Ordinance. The City Manager and The Fleet Oversight Committee is in agreement
with this request. The Police Department now requests the approval of the City
Council to move forward with the purchase of this vehicle from the
manufacturer.
In accordance
with the Grant Initiative and Investment Strategy approved by U.S. Homeland
Security and Iowa Homeland Security in July 2006, each of the six (6) teams
comprising Iowa’s WMD Tactical Officers Task Force Program will receive one
each, of the vehicles identified above. The City of
The
Rapid Deployment Vehicle will not be an addition to the fleet, since it will be
replacing an existing vehicle, Police Unit 2032, which is a 1991 Ford F700
truck. The Trailer Prime Mover/Surveillance Vehicle and the
Enclosed Equipment Transport & Support Trailer may be additions to the
police fleet to support the new capability and will be considered exempt from
low-use criteria. The Enclosed Equipment Transport & Support Trailer and
the Trailer Prime Mover Vehicle will be disseminated for competitive bid. Upon
receipt of the qualified proposals, the WMD Tactical Officer Task Force
Leadership Committee will review and make recommendations for the purchase of
these vehicles, which will be returned to the City Council for approval.
The future
purchase of the six (6) Transport & Support Trailers and six (6) Trailer
Prime Mover Vehicles will cost approximately $570,000. The total cost for all
the vehicles will be approximately $977,000.

ACTIONS AND FUTURE COMMITMENTS:
The Police
Department will receive, inventory and distribute equipment items back to the
respective task force teams, and submit documentation and report actions to
Iowa Homeland Security and Emergency Management and the Finance Department, to
facilitate payment of vendors and support grant audit requirements.
The Police
Department will coordinate grant reimbursements with the Finance Department and
Iowa Homeland Security and Emergency Management.
