Purchase of Rapid Deployment Vehicles for Iowa’s Weapons of Mass Destruction (WMD) Tactical Officers Task Force Grant Program

 

 

SYNOPSIS:

 

Recommend approval of the purchase of six (6) Rapid Deployment Vehicles for Iowa’s Weapons of Mass Destruction (WMD) Tactical Officers Task Force Grant Program from The Armored Group, LLC, 3003 North Main Street, Cleburne, TX 76033.  One vehicle will be retained by the City of Des Moines and the remaining five will be distributed to the other teams that comprise Iowa’s WMD Tactical Officers Task Force Program.

 

The Rapid Deployment Vehicle is commercially manufactured specifically in support of police tactical operations and has been further refined by end users to the point no other manufacturer is competitive in constructing such a vehicle without exorbitant cost and customization.  For this reason, the City Manager has approved waiving competitive bidding for the purchase of this vehicle under Municipal Code Section 2-710 (a) of the City’s Purchasing Ordinance for “good cause shown”.  The Rapid Deployment Vehicle will not be an addition to the fleet, since it will be replacing an existing vehicle.

 

 

FISCAL IMPACT:

 

Amount:  $407,000 (6 vehicles).

 

Funding Source:  FY07-08 Operating Budget, POL85312, SP571, page 288.  FY2006 Federal Homeland Security Grant Program made an allocation of grant funds to the State of Iowa. Iowa Homeland Security and Emergency Management entered in to a Sub-Grantee Agreement #2006-GE-T6-0065-008 with the City of Des Moines, Iowa to administer said funding.

 

 

ADDITIONAL INFORMATION:

 

The City of Des Moines serves as the fiscal agent and authorized representative for the administration of Iowa’s FY 2006 (WMD) Tactical Officers Task Force Program. The (WMD) Tactical Officers Task Force Program Leadership Committee, which is the governing body and policy making group for the newly created statewide response capability, have approved specifications for several specialized vehicles to be utilized by the six (6) WMD Tactical Officers Task Force Teams located across the State. The vehicles specified are a Rapid Deployment Vehicle, an Enclosed Equipment Transport & Support Trailer, and a Trailer Prime Mover/Surveillance Vehicle to tow the trailer.

 

The Rapid Deployment Vehicle is commercially manufactured specifically in support of police tactical operations and has been further refined by end users to the point no other manufacturer is competitive in constructing such a vehicle without exorbitant cost and customization. It is with this in mind, the police department has requested of the City Manager to purchase this vehicle under Municipal Code Section 2-710 (a) “good cause shown”, of the City’s Purchasing Ordinance. The City Manager and The Fleet Oversight Committee is in agreement with this request. The Police Department now requests the approval of the City Council to move forward with the purchase of this vehicle from the manufacturer.

 

Iowa’s WMD Tactical Officers Task Force Program workgroup completed a capability assessment and investment justification for FFY 2006 Homeland Security Grant Program funding, based on the National Preparedness Goal, federal Target Capabilities List, and the Iowa Strategy for Homeland Security and Emergency Management 2006-2008. 

 

Iowa’s WMD Tactical Officers Task Force Leadership Committee submitted a Grant Initiative and Investment Strategy for the purchase of support vehicles for Iowa’s WMD Tactical Officers Task Force Teams.  The Grant Initiative and Investment Strategy were reviewed and approved by U.S. Homeland Security and Iowa Homeland Security for funding, in July 2006. 

 

In accordance with the Grant Initiative and Investment Strategy approved by U.S. Homeland Security and Iowa Homeland Security in July 2006, each of the six (6) teams comprising Iowa’s WMD Tactical Officers Task Force Program will receive one each, of the vehicles identified above. The City of Des Moines will receive one (1) Rapid Deployment Vehicle, one (1) Enclosed Equipment Transport & Support Trailer, and one (1) Trailer Prime Mover/Surveillance Vehicle. All vehicles will be purchased with funding from Iowa’s FY 2006 State Homeland Security Grant Program.

 

The Rapid Deployment Vehicle will not be an addition to the fleet, since it will be replacing an existing vehicle, Police Unit 2032, which is a 1991 Ford F700 truck.  The Trailer Prime Mover/Surveillance Vehicle and the Enclosed Equipment Transport & Support Trailer may be additions to the police fleet to support the new capability and will be considered exempt from low-use criteria. The Enclosed Equipment Transport & Support Trailer and the Trailer Prime Mover Vehicle will be disseminated for competitive bid. Upon receipt of the qualified proposals, the WMD Tactical Officer Task Force Leadership Committee will review and make recommendations for the purchase of these vehicles, which will be returned to the City Council for approval.

 

The future purchase of the six (6) Transport & Support Trailers and six (6) Trailer Prime Mover Vehicles will cost approximately $570,000. The total cost for all the vehicles will be approximately $977,000. Iowa’s WMD Tactical Officers Task Force Grant Program has authorized expenditures totaling $1,000,000.

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS: 

 

The Police Department will receive, inventory and distribute equipment items back to the respective task force teams, and submit documentation and report actions to Iowa Homeland Security and Emergency Management and the Finance Department, to facilitate payment of vendors and support grant audit requirements.

 

The Police Department will coordinate grant reimbursements with the Finance Department and Iowa Homeland Security and Emergency Management.
