Approving Professional Services Agreement with Calhoun-Burns & Associates, Inc. for design of Fleur Drive planters, not to exceed $38,051.20.

 

 

SYNOPSIS:

 

Approval of the Professional Services Agreement with Calhoun-Burns & Associates, Inc., (Michael A. VanderWert, President, 1801 Fuller Road, P.O. Box 65859, West Des Moines, Iowa 50265), for an hourly agreement not to exceed $38,051.20, to provide design services for Fleur Drive planters between George Flagg Parkway and the north entrance to Gray’s Lake Park. 

 

 

FISCAL IMPACT:

 

Amount:  $38,051.20

 

Funding Source:  PKS170 – Fleur Driver Planters – a new project, funded with a transfer from PKS137 - Neighborhood Park Improvements, 2007-2008 CIP – Park Improvements – Page 13.

 

The total project cost is estimated to be approximately $850,000, with minimal contingency.  $300,000 in grant dollars is available through IDOT/MPO, leaving a funding gap of approximately $450,000.  A concerted effort will be made to secure private contributions, with any remaining gap to be filled with funds available in the CIP - Streetscape Improvement budget.

 

 

ADDITIONAL INFORMATION:

 

In 2003, Des Moines Water Works (DMWW) and Ruan Companies, (John Ruan III, Chairman and CEO, 3200 Ruan Center, 666 Grand Avenue, Des Moines, Iowa, 50309) began reconstructing medians along Fleur Drive with planter beds design by Douglas Hoerr Landscape Architecture (Douglas Hoerr, President, 850 W Jackson, Ste 800, Chicago, IL 60607).  Since that time all but one median between Army Post Road and the Martin Luther King intersection have been reconstructed.  The final planter beds are to be located in the median between George Flagg Parkway and the north entrance to Gray’s Lake Park. 

 

The Iowa Department of Transportation (IDOT) through the Des Moines Area Metropolitan Planning Organization (MPO) has allocated $300,000 of matching federal funds for these planters.  These federal funds can only be expended on a project meeting the IDOT federal funds procedures.  DMWW has asked the City of Des Moines to administer this final project given the City’s experience with the IDOT process.  In order to follow IDOT procedures, the existing project documents must be written in standard format and content for DOT project plans and specifications. 

 

Calhoun-Burns was selected to put together the project plans and specifications based on their past working experience with the City of Des Moines, Des Moines Water Works and IDOT on a similar project in the corridor.  This experience makes Calhoun-Burns uniquely able to satisfy the requirements of all three entities.

 

Staff has negotiated a Professional Services Agreement with Calhoun-Burns & Associates, Inc., for an hourly agreement not to exceed $38,051.20 to provide design services for the Fleur Drive planters. 

 

Project fundraising efforts are ongoing.  However, to allow construction during 2008, plans must be prepared now to comply with the IDOT project development process.  This will allow DMWW to place plant materials during the fall of 2008.  The construction project will include planter and curb construction.  DMWW will be responsible for placement of amended soil and plant material in the planters.

In addition to identifying adequate funding for construction, future actions for this project include: 

·        Entering into a project agreement with the DOT.

·        Entering into an agreement with DMWW to formalize our understanding of the funding and work to be done by each organization to complete this project.

·        Council approval of a future Park CIP sheet.

·        Council approval of an updated “Grounds Maintenance Alliance” that describes responsibilities for maintenance of Fleur Drive, Gray’s Lake Park, Carney Park, Bill Riley Trail and Water Works Park between DMWW and the Parks and Recreation Department.

·        Normal Council actions for construction projects, including a professional services agreement for construction phase services.

 

Ordering of construction cannot proceed until Council approves the future funding.  The current project schedule, anticipates a June 2008 DOT letting.
