AGENDA
HEADING:
Amendment to the
FY2005 Homeland Security Grant Programs, supporting Iowa’s Statewide Explosive
Ordnance Disposal (EOD) and Special Weapons and Tactics (SWAT).
SYNOPSIS:
Recommend approval
of Amendment No. 2 to the original grant agreements which changes the
performance period of the Explosive Ordnance Disposal (EOD) and Special Weapons
and Tactics (SWAT) grants. The period of
performance for these grants is from 08/01/2005 and is extended to 12/31/2007. The
change in the end date will allow all work to be completed and all grant funds
expended. There are no other changes to
the grants other than the performance period end date.

ADDITIONAL
INFORMATION:
In order to
facilitate the implementation of Iowa Homeland Security’s strategy to enhance
statewide response capacity and capabilities for Explosive Ordnance Disposal
(EOD), and Special Weapons and Tactics (SWAT), the City of Des Moines was asked
by the Iowa Homeland Security and Emergency Management Director to serve as the
fiscal agent and authorized representative for (Iowa’s) State Homeland Security
Grant Programs (SHSGP) for FY2005, supporting
Iowa’s Statewide EOD and SWAT Task Forces.
The U.S.
Department of Homeland Security (DHS), Office for Domestic Preparedness (ODP)
allocated funds to states and local governments to fund initiatives supporting
national priorities and strategies directed towards prevention and response to
terrorist attacks. The State Homeland
Security Grant Program (SHSGP) was established with the goal of enhancing the
capabilities of state and local public safety personnel to respond to acts of
terrorism involving chemical, biological, radiological, nuclear or explosive
(CBRNE) weapons.
Iowa’s 2005
Homeland Security Strategy includes an objective “(5.5) Response” that provides
for the enhanced safety and security of all Iowans by expanding current
response capabilities and capacities in a number of technically specific areas including Explosive Ordnance
Disposal (EOD), and SWAT.
